In the article, "New registration requirements for cats and dogs", it is stated that registration and microchipping will be compulsory for both cats and dogs from the scheduled date of 1 July 2009.
While cats will need to be registered from 1 July 2009, the requirement for microchipping only applies to cats and dogs under the age of 12 weeks from 1 July 2009, and all cats and dogs sold or given away from this date. Adult animals not sold or given away are not required to be microchipped.
