St Lucia traffic area review

Project background

The St Lucia traffic area has been in place since 1999 to help manage parking in the vicinity of the University of Queensland, St Lucia campus.

Council recently undertook an investigation into parking in the area, in response to resident concerns about increased private vehicle travel to the area and all day parking by university students, staff and visitors.

Existing traffic area

The St Lucia traffic area is currently managed by a two-hour parking limit from 7am to 6pm Monday to Friday, February through November.

Boundary signage is used to indicate parking regulations for the entire area. Resident parking permits are excluded from these restrictions, unless signed otherwise.

Community Consultation

As part of the traffic area investigation, Council undertook community consultation on a number of options to improve parking in St Lucia. Local residents were asked to provide feedback on the following options:

  1. Leave the traffic area boundary as is, but provide more limited-time zones in local streets where needed. For example, short one-hour time zones for visitor parking.
  2. Extend the traffic area boundary to a location to be determined through community consultation.  This could also include signed areas within the boundary to cater for local needs.
  3. Do nothing.

Feedback received noted a majority support for option two, extending the St Lucia Traffic Area.

Based on the feedback received, Council determined a preferred boundary for the traffic area extension. Consultation on this boundary was undertaken in late November 2008, with feedback again noting majority support for the proposal to extend the traffic area.

This feedback, along with a consideration of the logical physical boundaries in the suburb, has led to Council developing a parking management plan for St Lucia.

Final plan

After a lengthy investigation, Council has determined a final plan for an extension of the St Lucia Traffic Area to the boundary shown in this map of the area (PDF - 421kb).

To officially extend the St Lucia Traffic Area, Council is required to amend a Local Law. This process can take a considerable length of time. As Council is expecting to implement the parking management plan prior to the university semester commencing in the first week of March, temporary signage will be installed on streets within the extended traffic area boundary to manage parking requirements in the meantime.

The signage will be installed by Friday, 27 February 2009, along the streets within the extended traffic area, noted on the above map. This signage will indicate a two hour limit for motorists parking between 7am and 6pm Monday to Friday, as per the restrictions in the existing St Lucia Traffic Area. Some 'No Limit' signage will be installed along these streets as required, allowing motorists to park for unlimited periods of time.

Resident parking permits

If you are a resident within a street, or a section of a street, that now falls within the new extended traffic area, you are eligible to apply for a parking permit. This permit exempts you from the parking area restrictions when you park within the boundary, unless signed otherwise or restricted by road rules.
