Executive Management Team

The Chief Executive Officer (CEO) and divisional managers form Brisbane City Council's Executive Management Team. The CEO reports to the Lord Mayor.

Chief Executive Officer

Jude Munro, Chief Executive Officer

As CEO of Council since 2000, Jude’s priority is to help shape Brisbane's future. Jude is leading Council to meet and exceed expectations as a world-class organisation to deliver on our vision for the city – Living in Brisbane 2026.

Jude has previously held the roles of CEO for Adelaide City Council, South Australia, and Moreland and St Kilda City Councils in Victoria. She holds a Bachelor of Arts (Hons) from the University of Melbourne and post-graduate qualifications in business administration and public policy from Swinburne University, Victoria.

Jude is actively involved in the Institute of Public Administration Australia and was the Queensland President between 2001 and 2005. She is also a Director of Australia Tradecoast, the City of Brisbane Airport Corporation, the Brisbane Institute, the International River Foundation and United Way Queensland. She is a fellow of the Australian Institute of Management, Chair of the National Local Government Alcohol and Drug Committee and member of the Local Government Managers Australia.

As an ambassador for 1 Million Women, Jude supports the campaign to enable one million Australian women to reduce carbon dioxide emissions by one million tonnes. To make a real difference to climate change, she has given up her car and catches the bus, walks, or rides a scooter to work.

Jude enjoys bushwalking and is an avid bike rider who cycles at least once a week and participates in the Bicycle Queensland 550 km ride each year. Living in Paddington with its steep hills, Jude also gets a great workout on her early morning walks, leading by example for an active and healthy city.

Divisional managers

Peter Rule, Acting Executive Manager, Office of the Chief Executive

Peter Rule was appointed to act in the position of Executive Manager, Office of the Chief Executive and Acting Town Clerk on 26 May 2009.

He joined Council as Manager of the Lord Mayor’s Administration Office in 2004. Prior to this, Peter worked in Queensland Government in Child and Family Welfare, and Juvenile Justice.

In 1985, he made a career change into human resource (HR) management and served in HR roles in several departments including the Department of Corrective Services. Other key executive appointments in Corrective Services included:

  • Executive Director, Corporate Services
  • Acting Deputy Director General
  • Acting Director General

Peter has a background in:

  • executive leadership
  • corporate governance
  • executive service management
  • experience in providing support to elected officials

He holds a Bachelor of Social Work from the University of Queensland and Master of Administration from Griffith University.  He is a Fellow of the Australian Institute of Management (Queensland branch).

Andrew Chesterman, Executive Manager, Corporate Strategy Office

Andrew joined Council in 2002 and now manages the Corporate Strategy Office.

He has worked for:

  • SMS Management and Technology
  • Darebin City Council, Victoria
  • Maidstone Borough Council, United Kingdom

Prior to local government, Andrew was a teacher and land-use planner for the Victorian Government. 

He holds a Bachelor of Applied Science (Environmental Assessment and Land Use Policy), Graduate Diploma in Education and is a graduate of the Australian Institute of Company Directors.

Andrew is also a member of:

  • Institute of Public Administration Australia
  • Local Government Managers

Michael Papageorgiou, Divisional Manager, City Planning and Sustainability

Michael was previously the Manager of City Planning in Council, having joined the organisation in 2004. 

Prior to this, he worked for Gold Coast City Council for eight years as Manager, Strategic and Environmental Planning.

Michael holds membership with Queensland Divisional Committee of Planning Institute Australia (PIA) and is Chairman of the PIA Queensland Education Subcommittee. 

His tertiary qualifications include a Bachelor of Arts (Honours) with majors in human and physical geography and a Master of Urban Planning.

Ian Maynard, Divisional Manager and Acting Chief Information Officer, Corporate Services

Ian has 20 years experience in the private sector including roles as Head of Procurement, Risk Management and Insurance Functions for New Zealand-based multinational firms, Fonterra Cooperative Group and Fletcher Challenge.

In Australia, he was appointed Director of TradeCoast Land, City Super and United Way Queensland.

Ian joined Council in 2005 and holds a Bachelor of Science (Honours).

Barry Broe, Divisional Manager, Brisbane Infrastructure

Prior to joining Council in July 2008, Barry was the London Director of Transport Planning and Policy for Transport for five years. In this role, he developed the highly successful transport plan for London, and the transport strategy that supported London’s successful bid for the 2012 Olympic Games.

Barry was responsible for numerous London-based transport projects, including:

  • the development of integrated fares policy
  • Oystercard ticketing strategy
  • Thames Gateway Bridge project
  • Victoria Station upgrade
  • East London and Croydon Tramlink extensions

Barry was also the Director of Transport Planning for Queensland Transport. He holds a degree in civil engineering with first class honours and a Masters in Engineering and Technology Management.

Graeme Martin, Acting Executive Manager, Brisbane CityWorks

Graeme has worked for Council since 2006. As Acting Executive Manager of Brisbane CityWorks, he aims to meet the shifting demands of the division’s business environment.

He has held managerial roles in construction and asphalt companies including:

  • Pioneer Road Services
  • Leaf Liaisons
  • Impact Grasses
  • Astec

Within Council, his managerial expertise has been used in the Construction Group and Asphalt Operations Group.

Graeme holds a Bachelor of Engineering (Civil) and is the Federal Director of the Australian Asphalt Pavement Association. 

Scott Stewart, Deputy Divisional Manager, Major Infrastructure Projects Office

Scott joined Council in 2005. His experience includes national and international planning and construction of road, rail and other major infrastructure projects. He worked for Arup consulting engineers for 15 years.

Scott has a Bachelor of Engineering (First Class Honours) and a Master of Engineering Science (Project Management).

Margaret Allison, Divisional Manager, Families and Community Services

Margaret joined Council in 2004 after serving as CEO of two New South Wales government agencies.

Her 20 years experience as a senior executive in Queensland and New South Wales state and local government departments has involved working with a range of human services portfolios. 

With a degree in social work and a Masters in Public Administration, Margaret is the Institute of Public Administration Australia President.

Alan Warren, Divisional Manager, Brisbane Transport

Alan joined Council in 1996, bringing more than 30 years experience across all government tiers.

He has tertiary qualifications in accounting and holds positions as:

  • an Associate Member
  • Member of Australian Society of Certified Practising Accountants
  • Member of Institute of Public Administration Australia
  • Brisbane Transport Advisory Board

Sue Rickerby, Divisional Manager, City Business

Sue Rickerby was appointed Acting Divisional Manager of City Business in October 2008, and has worked for Council since 2002. Her major achievements include the development and implementation of brand and organisation communication strategies.

She has been involved in many steering committees and projects across Council, and was responsible for the program review of the Customer Service Program (currently the Customer Focus Program).

Prior to joining Council, Sue worked in the private sector in Australia and New Zealand in a variety of marketing and communication roles. These have included:

  • running her own communication consulting firm
  • establishing and running a branch of a multinational firm
  • working in corporate roles in the wine and finance industries

Robin Lewis, Executive Manager, Water Distribution

Robin started with Brisbane City Council in April 2002.

In 2008, he was appointed to his current role of Executive Manager of Water Distribution where he heads up the newly formed Water Distribution Office.

Robin has 34 years experience in water industry operational roles which includes working for Severn Trent Water in the United Kingdom and Water Care Service in New Zealand.

Since moving to Australia in 2002, Robin has held board positions with the Advance Waste Water Treatment Centre (University of Queensland), in addition to his senior management role. 

He has an engineering degree and is a Member of the Chartered Institute of Water and Environmental Management (United Kingdom) and the Australian Institute of Company Directors.

Noel Faulkner, Chief Executive Officer, Water Retail and Distribution

Noel is Chief Executive Officer (CEO) of the Water Retail and Distribution business. Working with the CEOs of the five Councils (Brisbane, Scenic Rim, Ipswich, Somerset and Lockyer Valley), Noel will be responsible for leading the creation of the new integrated water retail and distribution business, and position it to continue to provide water services to the region's communities.

An integral component of his role is contributing to the formation of the new regulatory arrangements being developed for the water industry in South East Queensland.

In setting up of the new water entity, he is responsible for the:

  • operating structure
  • senior appointments
  • accommodation
  • other elements

Noel was most recently Divisional Manager, Commercial Strategy and Development, having joined Council in 1999. Over the last two years, Noel has been actively involved in South East Queensland's regional water reform.

During that time, he has been Council's representative on the:

  • Council of Mayors Water Reform Program Control Group
  • Chair of the reform project’s Due Diligence Subcommittee
  • alternate Director on the Board of the South East Queensland Distribution (Interim) Entity
  • Executive Director of the Water Transition Program

Louise Dudley, Chief Financial Officer, Water Retail and Distribution

Louise Dudley is Chief Financial Officer of Water Retail and Distribution. In her new role, Louise is responsible for the core financial operations of the business, and providing strategic financial advice to the Chief Executive Officer, Executive Management Team and the Board.

She will play a critical role in developing and implementing the financial strategy for the business and its ongoing financial operations.

Prior to this appointment, Louise was Executive Manager, Water Retail and a member of the Executive Management Team.

As Executive Manager, Water Retail, Louise was responsible for the Water Retail business which serviced over 430,000 water and sewerage customers. She also managed the initial separation of the Water Retail business from Council.

Louise has held several senior executive roles within Council, including:

  • Director, Finance and Legal Water Transition Program
  • Chief Procurement Officer
  • Commercial Manager Information, Communication and Technology Division
