The Chief Executive Officer (CEO) and divisional managers form Brisbane City Council's Executive Management Team. The CEO reports to the Lord Mayor.
Chief Executive Officer
Colin Jensen, Chief Executive Officer
Colin Jensen is the Chief Executive of Brisbane City Council, the largest local government in Australia. Council has an annual budget of $2.9 billion, an asset base of $22.5 billion and serves a population of 1.1 million people.
Colin oversees the delivery of Council’s key initiatives in the pursuit of its Living in Brisbane 2026 vision. Prior to joining Council in August 2010, Colin had a successful career in the Queensland Government, most recently as the Coordinator-General and Director-General of the Department of Infrastructure and Planning.
In these roles, Colin was responsible for:
- overseeing the delivery of the largest infrastructure program in Queensland’s history
- modernising the state’s planning and development system
- reforming Queensland’s local government system
- shaping a new organisation following departmental restructure in 2007
As the key infrastructure program manager, he presided over a capital program of $18.2 billion – a record for any Australian government.
Colin is a director of several boards including CitySmart, the TransLink Transit Authority, the City of Brisbane Investment Corporation and the Brisbane Institute.
For the fourth year running, Colin was named one of Australia's top 100 most influential engineers by Civil Engineers Australia magazine. Colin has also received the QUT Chancellor’s Outstanding Alumni Award and the Faculty of Built Environment and Engineering Outstanding Alumni Award for 2011.
Colin holds a Bachelor of Civil Engineering (Honours).
Divisional Managers
Peter Rule, Executive Manager, Office of the Chief Executive
Peter Rule was appointed to the position of Executive Manager, Office of the Chief Executive and Acting Town Clerk in 2009.
Peter provides strategic direction and leadership for the Chief Executive's Office and also discharges the responsibilities of Town Clerk outlined in previous legislation and under Local Laws.
Peter joined Council in 2004 as Manager, Lord Mayor's Administration Office. Prior to this, Peter had an extensive executive career in the Queensland Government in child and family welfare, juvenile justice, human resource management and corrective services. Significant appointments included Executive Director, Corporate Services and Acting Director-General, Department of Corrective Services.
Peter holds a Bachelor of Social Work from University of Queensland, a Master of Administration from Griffith University and is a Fellow of the Australian Institute of Management (Queensland branch).
Craig Evans, Executive Manager, Disaster Response and Recovery
Craig Evans joined Council in 2008 and is now the Executive Manager, Disaster Response and Recovery.
Craig has had an extensive military career, held the position of Chief of Staff for the Lord Mayor (2004-2006) and has also worked for a number of Australian based professional services companies in the Middle East and Asia.
He has studied Strategic and Global Security in the Indian National Defence College, New Delhi and holds a Master of Defence Studies from the University of New South Wales.
Craig has also a Graduate Diploma of Defence Studies (Public policy and Strategic Security) from Deakin University, was a Graduate at the Australian Army Command and Staff College in 1993 and holds a Bachelor of Arts (First Class Honours) from the University of New South Wales.
Craig was appointed a Member in the Order of Australia in 2001.
Andrew Chesterman, Divisional Manager, City Planning and Sustainability
Andrew Chesterman is the Divisional Manager, City Planning and Sustainability and is a member of Council’s Executive Management Team.
Andrew is responsible for Council’s city planning, development assessment, waterways, environment and parks, economic development and sustainability agendas. He is also responsible for the delivery of some of Council’s major projects.
Andrew joined Council in 2002 as the Executive Officer to the CEO. Between 2005 and early 2010 managed Council's corporate planning and strategy functions, which brought about significant improvements to Council’s operating efficiency totalling over $60 million. Following a review he lead into Council’s operations in 2009, Brisbane City Council is now targeting an additional $70 million in savings this financial year.
Prior to joining Council, Andrew worked as a Management Consultant for SMS Management & Technology, Corporate Analyst and Project Manager at Darebin City Council in Victoria and Contract Manager for Maidstone Borough Council in the UK.
Before joining local government in 1994, Andrew worked as an environmental science teacher and land use planner for the Victorian State Government.
Andrew holds a Bachelor of Applied Science (Environmental Assessment & Land Use Policy), Graduate Diploma in Education and is a Graduate of the Australian Institute of Company Directors. He is also a member of the Australian Institute of Management, Institute of Public Administration Australia and Local Government Managers Association.
Barry Broe, Divisional Manager, Brisbane Infrastructure
Prior to joining Council in July 2008, Barry Broe was the London Director of Transport Planning and Policy for Transport for five years. In this role, he developed the highly successful transport plan for London, and the transport strategy that supported London’s successful bid for the 2012 Olympic Games.
Barry was responsible for numerous London-based transport projects, including:
- the development of integrated fares policy
- Oystercard ticketing strategy
- Thames Gateway Bridge project
- Victoria Station upgrade
- East London and Croydon Tramlink extensions
Barry was also the Director of Transport Planning for Queensland Transport. He holds a degree in civil engineering with first class honours and a Masters in Engineering and Technology Management.
Geoffrey Beck, Executive Manager, Field Services
Geoffrey Beck joined Council in 2009. As Executive Manager, Field Services, he is responsible for setting the strategic direction for one of South East Queensland's major civil infrastructure providers.
Geoffrey previously worked as Business Group Manager for GHD and has held senior positions across a number of organisations including the Department of Defence and Raytheon Australia.
Geoffrey has a Bachelor of Engineering (Civil), and holds a Master of Applied Science.
Scott Stewart, Executive Manager, City Projects Office
Scott Stewart joined Council in 2005. His experience includes national and international planning and construction of road, rail and other major infrastructure projects. He worked for Arup Consulting Engineers for 15 years.
Scott has a Bachelor of Engineering (First Class Honours) and a Master of Engineering Science (Project Management).
Vicki Pethybridge, Divisional Manager, Brisbane Lifestyle
In the role of Divisional Manager, Brisbane Lifestyle, Vicki Pethybridge is responsible for a wide portfolio including:
- regulation and compliance
- road and park maintenance
- disaster management
- libraries
- community development
- arts and culture
- sport
- recreation
- customer services
Prior to this role, Vicki was the National Manager, Defence Support Services for the Department of Veteran Affairs. Previously Vicki worked for the Australian Taxation Office as Assistant Commissioner, GST Policy and Issues Management. Vicki also worked for the Department of Family and Community Services as National Operations Manager, Child Support Agency.
Vicki holds a Bachelor of Law from Queensland University of Technology.
Alan Warren, Divisional Manager, Brisbane Transport
Alan Warren joined Council in 1996, bringing more than 30 years experience across all government tiers.
He has tertiary qualifications in accounting and holds positions as:
- an associate member of Australian Society Certified Practicing Accountants
- a member of Institute of Public Administration Australia
- a member of Brisbane Transport Advisory Board
Sue Rickerby, Executive Manager, Support Services Centre
Sue Rickerby is the Executive Manager, Support Services Centre and has worked for Council since 2002. Her major achievements include the development and implementation of brand and organisation communication strategies.
She has been involved in many steering committees and projects across Council and was responsible for the program review of the Customer Service Program (currently the Customer Focus Program).
Prior to joining Council, Sue worked in the private sector in Australia and New Zealand in a variety of marketing and communication roles. These have included:
- running her own communication consulting firm
- establishing and running a branch of a multinational firm
- working in corporate roles in the wine and finance industries
Greg Evans, Divisional Manager, Organisational Services
Greg Evans joined Council in 2009 and was appointed Divisional Manager, Organisational Services in June 2011. In this role, Greg will design and implement a divisional strategy that gives Council the best balance between delivering operational business services, transforming processes and maximising the benefits from major corporate initiatives.
He will also be responsible for ensuring strong financial management of Council's resources and delivering key organisational outcomes including flood recovery activities and retention of a strong financial position after a credit rating review.
Since February 2011 Greg led Corporate Services Division and ensured financial resources and flood recovery activities were coordinated for immediate response and deployment. He has also held the role of Chief Financial Officer where he was a key advisor to the CEO, Lord Mayor and Council on financial matters. His achievements included the development of innovative financing arrangements for Council's key infrastructure initiatives including North and South bus depots and Northern Link.
Greg has a Master of Business in Accounting and Finance from the University of Technology Sydney. He also holds a Bachelor of Business majoring in Accountancy from the Queensland Institute of Technology.
