Flood Response Review

Following the January 2011 floods, Brisbane City Council commissioned the independent Flood Response Review Board to review the organisation's response to the natural disaster. On Tuesday, 24 May 2011, the Flood Response Review Board handed down their final report.

The report documented observations and made recommendations on amendments to plans, procedures, roles and responsibilities. It also provided advice for improvements for Council’s disaster management arrangements and response to future events.

Queensland Floods Commission of Inquiry

The Queensland Floods Commission of Inquiry final report was released on 16 March 2012 and provided recommendations on insurance, dam operations and town planning.

The Commission released an interim report on the 2010/2011 flood events on Monday 1 August 2011. The interim report examined all levels of government and all aspects of response to the state-wide floods, and made 175 recommendations to improve flood preparedness before the next wet season.

Council will now work through the Commission's final report, and the January 2011 Flood Action Plan will be updated and re-released following the Brisbane local government election in April 2012. As at 16 March 2012, Council has addressed 68 of the Commission of Inquiry's 74 interim report recommendations relating to Council, and 46 of the Flood Response Review's 53 recommendations.

Council's January 2011 Flood Action Plan

On Friday, 24 June 2011, the Lord Mayor released Council's Flood Response Review Action Plan to address the 53 recommendations in the Flood Response Review Board's report.

The Action Plan details how Council will implement improvements to disaster management arrangements and the time frames for completion. The purpose of this work is to ensure Council and the city of Brisbane are better prepared for natural disasters in the future.

Many of the Commission of Inquiry interim report recommendations for local government were already being acted upon as part of Council’s Flood Response Review Action Plan.

An addendum was added to the Action Plan, listing the 74 recommendations relevant to Council and how they were being addressed. The updated document, Brisbane City Council’s January 2011 Flood Action Plan was released by the Lord Mayor on Tuesday 16 August 2011.

Flood Action Plan progress update

From 15 December 2011, Council addressed 110 of the 127 recommendations (86 percent) in the Flood Action Plan. Of the 74 Commission of Inquiry interim report recommendations, 67 recommendations (90 percent) have been addressed.
