Brisbane's new City Plan

Brisbane City landscapeBrisbane City Council is planning for the future by preparing a new City Plan to manage and respond to growth and development across the city. The new City Plan will be a statutory document that regulates how land can be used and developed. It will replace the existing Brisbane City Plan 2000.

Brisbane is at the centre of the fastest growing region in Australia. By 2031, 4.2 million people will live in South East Queensland and 1.27 million will call Brisbane home.

Developing the new City Plan

The review of City Plan is required by the Sustainable Planning Act 2009 (SPA). The new City Plan will better address future challenges such as:

  • managing our increasing population
  • encouraging economic growth
  • the need for more sustainable living (such as minimising vehicle trips and improving access to facilities)
  • provision of housing choices to improve affordability
  • planning for resilience to natural hazards such as flooding

It will state how and where development can occur and will include planning for the infrastructure necessary to support it. Find out about the different stages in the new City Plan preparation process.

Formal advertising of the new City Plan for public comment is expected to take place in 2012. 

About the new City Plan

The new City Plan will include:

  • Brisbane City Council's broad vision for the next 20 years for growth and development in Brisbane. This will be called the Strategic Framework and sets the pattern for the city's future growth, as well as policy directions for all aspects of development and land use
  • the Brisbane Priority Infrastructure Plan which details the infrastructure needed to support the growth outlined in the strategic plan, and facilitates integrated land use and infrastructure planning.
  • revised codes and overlay maps, used for assessing development across the city
  • plans for local areas (neighbourhood plans) which provide specific guidance to local areas and can alter city-wide planning requirements

The new City Plan will comply with a new standard format, specified by the Queensland Government under the Queensland Planning Provisions (QPP). This format is currently being developed.

The QPP will standardise definitions, zones and the format of planning schemes across Queensland councils.
