Electronic file requirements
All electronic files submitted to Brisbane City Council must be in PDF format. The PDFs must be created by a software program, not by a scanner and they must not be locked or password protected. Do not zip the files. Each individual document must be less than 10Mb in file size.
Naming files
When saving your PDFs, the file name must:
- be the name of the type of document (for example 'form' or 'application report')
- not exceed 25 characters, including spaces
- not have symbols, including underscores
Application package
The application package that you send to Council should include:
Development Application forms
Complete the relevant development application forms. Attach all forms as a single PDF document, including all IDAS forms. Name the file according to the name of the form (for example IDAS Forms.pdf or Forms.pdf).
Fee Assessment form
Download and complete the Development Application - Fee Assessment (PDF - 275kb) form. Name the file: Fee Assessment Form.pdf.

Assessment Report
Attach the application report as a single PDF document. Name the file according to the name of the report (for example Assessment Report.pdf or Traffic Report.pdf).
Application Executive Summary
Depending on the type of application, complete either of the:
- Development application executive summary (PDF - 308kb)
- RiskSMART development application executive summary (PDF - 189kb)
Name the file: Exec Summary.pdf.
Appendices
Attach each appendix as a separate PDF. Name the file according to the appendix type and within the 25 character limit.
Plans and drawings
Attach each plan and drawing as a single landscape PDF. Ensure all mandatory Sustainable Planning Act 2009 (SPA) requirements are met, especially the requirements listed on the individual IDAS forms.
Emailing your application
You can email up to 50Mb in size at one time. If you have an email larger than 50Mb, phone the Application Support Team on 07 3403 4780 to discuss prior to submission.
Email your applications to dalodgement@brisbane.qld.gov.au. Do not copy or send to other Council e-mail addresses.
Identify the application by including in the subject line of the email:
- Type of application (for example eDA Op Works).
- Address of the application (for example 123 Island St, Moorooka).
- Number of emails to the application (for example Email 1 of 2).
For example, the above application would have in the subject line: eDA Op Works – 123 Island St, Moorooka – Email 1 of 2.
If you are submitting an Operational Works application, email each component of the application separately. For example, send roads and drainage in one email and water reticulation in another separate email.
Email the QLeave receipt in PDF (if applicable), so that the application can be processed as quickly as possible.
Survey plans
Attach the survey plan as a separate PDF.
Name the file: Survey Plan.pdf
Compliance reports
Attach the survey plan as a separate PDF.
Name the file Compliance Report.pdf
Supporting documentation for plan sealing applications
Attach each supporting document required for plan sealing applications as separate, individual PDF documents. Name the file according to the condition they support. For example Condition 6 Telstra Agreement.pdf, or Condition 20 Receipt for Contributions.pdf.
