Preparing your application

When preparing your application you must meet the requirements of Section 260 of the Sustainable Planning Act 2009 (SPA) for your application to be considered properly made. If your application does not meet these criteria, assessment can not start.

Properly made application checklist

The application must be:

  • made to the assessment manager on the approved IDAS form or electronically
  • provided with all supporting information (stated on the IDAS form as mandatory information)
  • lodged with the appropriate fee (set by Brisbane City Council)
  • accompanied (where required) by the consent of the owner of the land
  • accompanied (where required) by evidence of an allocation or entitlement to a State Resource, or evidence that the application may proceed in the absence of an allocation or entitlement to the resource

Properly made check for development experts

Development experts can avoid potential delays by using the properly made check prior to lodging. This will ensure that the information meets the Sustainable Planning Act (SPA) and Council’s requirements.

How to use the check

To use the properly made checklist:

  1. Download and open the properly made checklist (Excel - 1.59Mb).
  2. Enable macros and use the general worksheet.
  3. Other worksheets relate to IDAS forms, for example Form 1 relates to IDAS Form 1. Use the relevant worksheet to check requirements against the application.
  4. Check each point against your application and select the relevant box in the spreadsheet.
  5. Information that you need to address for your application to be properly made will be highlighted in red.

 Not properly made notice

Section 266 of the SPA states that if the application is considered not properly made, the assessment manager must give the applicant a notice stating all of the following:

  • the application is not a properly made application
  • the reasons why the application is not a properly made application
  • the next step to ensure that the application will comply with Section 261 of the SPA

Guide to lodgement

The following is a guide to lodging a development application. You must first check that a development application is needed. 

If the proposal is self-assessable, you may only need to lodge a building application. This can be done through a building certifier, which are listed in the Yellow Pages under building surveyors.

Prepare preliminary designs

Discuss your proposal with a Town Planner at a Regional Business Centre, or have a pre-lodgement meeting to determine if there any issues with proposal

Finalise plans and supporting documents

Complete IDAS forms and ensure all mandatory requirements of the forms have been met

Complete Development application fee assessment form for lodgement. If lodging via email, complete an executive summary and save forms and associated documents in the required format
