Infrastructure Charges
Brisbane City Council levies infrastructure charges as part of the development assessment process. These charges apply when a subdivision (reconfiguring a lot) or material change of use occurs that generates additional demand on trunk infrastructure networks.
Money or assets collected contribute to the provision of essential trunk infrastructure to service new development. This ensures Brisbane has the trunk infrastructure it needs to support well-functioning neighbourhoods, now and in the future.
Council is offering a moratorium on infrastructure charges for four and five star hotels.
Credit Card surcharge
From 1 January 2012 a credit card surcharge will apply to credit card transactions for infrastructure charges payments.
Brisbane Adopted Infrastructure Charges Resolution
On 6 December 2011, Council resolved that the Brisbane Adopted Infrastructure Charges Resolution (No.1) 2011 ceases to have effect immediately upon the Brisbane Adopted Infrastructure Charges Resolution (No.2) 2011 taking effect. Resolution (No.2), pursuant to s648D of the Sustainable Planning Act 2009 (SPA,) has effect when the Brisbane Priority Infrastructure Plan 2011 (PIP) has effect.
Brisbane City Council adopted the Brisbane Adopted Infrastructure Charges Resolution (No.1) 2011 on 17 June 2011. The resolution took effect immediately after the State Planning Regulatory Provision (adopted charges) took effect on 1 July 2011. As Council did not have a PIP at this time, trunk infrastructure networks, standards of service, and the establishment cost of each network were included in Resolution (No.1) as allowed by SPA. These elements are now in the PIP and are not included in Resolution No.2.
The resolution was developed in response to recent reforms to infrastructure charging by the Queensland Government. It will provide a simpler method for calculating infrastructure charges that applies to the entire Brisbane City Council area.
The resolution:
- states the adopted infrastructure charge for the transport network, community purposes network, stormwater network, sewerage network and water supply network
- applies to the Brisbane City Council area, other than development in an urban development area under the Urban Land Development Authority Act 2007, development under the Southbank Corporation Act 1989, development of core port land under the Transport Infrastructure Act 1994 and development under the Airports Act 1996
- states the development classes for particular development
- includes the calculation of the adopted infrastructure charge to be levied by Brisbane City Council under s648F of SPA for the transport, community purposes and stormwater networks, includes the calculation of the adopted infrastructure charge to be levied by the distributor-retailer (Queensland Urban Utilities) under s755KB of SPA for sewerage and water supply networks
- details how an adopted charge levied by Brisbane City Council is to be administered
- details how the adopted infrastructure charge of the local government and distributor-retailer (Queensland Urban Utilities) is to be allocated to a trunk infrastructure network for the purpose of determining an offset and refund
- includes Brisbane City Council’s policy for an infrastructure offset for a trunk infrastructure network
- includes Brisbane City Council’s policy for a refund of an unused infrastructure offset for a trunk infrastructure contribution
