City Plan 2000 sections in summary
The City Plan 2000 (City Plan) is a technical document more than 2,000 pages long. Information is divided into five chapters and five appendices.
Chapter 1 - About the City Plan
City Plan was prepared under the Integrated Planning Act 1997 (IPA). IPA has now been superseded by the Sustainable Planning Act 2009.
Chapter 2 - The Strategic Plan
The Brisbane Strategic Plan sets out City Plan's broad policy and is a reference point for general development policy. It is particularly relevant to development that may result in major or cumulative impacts, especially development that City Plan has not envisaged or anticipated.
The Strategic Plan is divided into the following components:
- Brisbane the Livable City - underpins Council's corporate programs and therefore has a strong influence on City Plan
- Citywide Desired Environmental Outcomes - reflect a balancing of the ecological sustainability components and form the basis from which all other City Plan provisions flow
- Elements of the City - express the Desired Environmental Outcomes for the city in terms of the overall land use structure, for example Brisbane Green Space System, Residential Neighbourhoods, Industrial Locations, Centres and the Movement System. The elements allow users of the document to see how the city is intended to develop to the year 2011
Chapter 3 - Areas and Assessment Processes
The Sustainable Planning Act 2009 requires the identification of self-assessable and assessable development as a measure to facilitate the City Plan's Desired Environmental Outcomes. In conjunction with the Act, this section identifies measures that will affect the regulation of development within the City of Brisbane.
Chapter 4 - Local Plans
City Plan has clear guidelines to help us manage growth and change in our suburbs and protect their character and livability. Many of these guidelines are included in Local Plans.
Local Plans were formerly known as Local Area Plans, Local Area Outline Plans, Development Control Plans and Concept Plans for Major Centres. Including Local Plans in City Plan gives them legal status.
Chapter 5 - Codes
City Plan lists Codes that apply to self assessable, code assessable and impact assessable development.
