Planning and building rules
Brisbane City Council incorporates the state government requirements with Council’s own rules and assessment criteria to manage growth and change in Brisbane. These rules are set out in Council’s City Plan.
The rules also reflect the community’s expectation for future development.
Interim flood levels
New development standards have been put in place for areas of Brisbane affected by flooding. Temporary Local Planning Instrument (TLPI) 01/12 - Brisbane Interim Flood Response, is effective from Monday, 16 May 2012 for 12 months. The new interim flood level guides building and rebuilding in flood prone areas. Download maps of the TLPI - interim flood level.
Subdivision and development guidelines
Applicants should use these guidelines to make sure a development proposal complies with City Plan Codes.

Infrastructure Charges
Brisbane City Council levies infrastructure charges as part of the development assessment process. These charges apply when a subdivision (reconfiguring a lot) or material change of use occurs that generates additional demand on trunk infrastructure networks.
For development approvals taking effect on or after 1 July 2011, infrastructure charges are calculated according to the Brisbane Adopted Infrastructure Charges Resolution 2011.
For development approvals issued prior to 1 July 2011, refer to the Infill and High Growth Infrastructure Contributions Planning Scheme Policies.
The Infrastructure Contributions Planning Scheme Policies show the infrastructure needs required to service existing and future development. They also set contributions for water, sewerage, waterways, community purpose and transport infrastructure to service new development in the city.
