Brisbane City Council is pleased to advise that preparation works to remediate the embankments of Sandy Creek in Tarragindi Recreation Reserve will commence in December 2023, with construction commencing in January 2024.

About the project

Sandy Creek and its embankments in the Tarragindi Recreation Reserve were damaged in the February 2022 severe weather event. For community safety, temporary bunting was installed in May 2022 to restrict access to the creek.

Survey and investigation works were completed in mid-2023 to identify appropriate remediation measures to ensure the area continues to meet the needs of the community.

Timing

Environmental preparation works will start in late December 2023 and continue in early January 2024. Construction works are expected to follow in mid-January 2024 with completion in mid-2024, weather and site conditions permitting.

Delays due to wet weather may occur from time to time. To ensure the safety of workers, the community and to prevent damage to the area, Council may need to wait until ground conditions are dry before proceeding with works. This may impact delivery timeframes.

Design

Remediation works will re-establish the base of Sandy Creek to repair significant erosion to the existing batter. The new batter design will consist of a backfill layer, heavy-duty geotextile fabric layer and large diameter armour rock layer.

As part of the remediation works, Council will need to clear a significant amount of vegetation that borders the creek, including trees and undergrowth.

This is required to allow full remediation and capping of the waste pile and landfill batters that extend into this vegetation. This cap will assist to provide a barrier to the waste and prevent further erosion and leachate generation within the landfill.

Replanting of vegetation will occur once the repairs are complete to stabilise the embankment and restore the area’s natural value.

Environmental works

Environmental assessments and investigation works will be undertaken the week commencing 18 December 2023, to identify local flora.

Fauna surveys will be completed the week commencing 8 January 2024 prior to main works commencing. Works will take place from 7am to 5pm, Monday to Friday. Due to the nature of these works, the fauna surveys will take place overnight.

These works are expected to be low impact and you may notice technical specialists walking throughout the parkland and near property boundaries. Council will minimise disruptions wherever possible during these works.

Construction impacts

From mid-January, works will take place from 7am to 5pm, Monday to Friday, and 8am to 4pm on Saturdays, when required. No out-of-hours works are planned at this stage, however we will provide advanced notice if they are required. All works are subject to weather and site conditions.

If you live in or are travelling through the area, you may notice:

  • vehicle movements and reversing beepers
  • transport and dropping of materials, including heavy rocks
  • noise, dust and vibration from construction and electrical equipment.

Council will make every effort to minimise disruption however, general construction noise can be expected. Where necessary, dust suppression methods will be employed to minimise potential impacts.

Due to workplace health and safety requirements, reversing beepers cannot be switched off.

Sections of Laura Street Park and areas near the Souths Junior Rugby Club sports field will be closed during construction. These areas will be used for temporary site offices and material laydown areas. Signage and temporary fencing will be installed around work sites for worker and community safety.

A temporary vehicle access driveway will be installed across the pathway on Laura Street when required, next to the Tarragindi Bikeway during construction. Traffic control will be in place to guide pedestrians and cyclists safely across the driveway during vehicle movements.

 Environmental impacts

Council understands the ecological importance of the Tarragindi Recreation Reserve and is committed to protecting the area’s natural values.

Council has undertaken various investigation works of the site including ecological, geomorphological, geotechnical and contaminated land assessments which have been used to inform design and construction methodologies, including an environment management plan in compliance with relevant Environmental Acts.

Some vegetation will need to be removed for works to be completed safely. All vegetation removal has been minimised where possible and will be undertaken in accordance with Council’s Natural Assets Local Law 2003, policies and procedures.

A qualified arborist and fauna spotter/catcher will be onsite during all works requiring vegetation removal to complete works.

Due to the area’s previous use as a landfill site, it is likely a variety of waste, including asbestos, may be uncovered during construction. All contaminated soil and waste management activities will be conducted under specialist supervision and in accordance with all environmental protection and permitting requirements.

Should asbestos be identified on site certified asbestos contractors will be engaged to safely handle, monitor, remove and dispose of the contaminated material in accordance with the Queensland Government’s Work Health and Safety Act 2011.
