Works resuming at Commercial Road and Harcourt Street  

About the project

The upgrade work includes:
  • installing a new 1650 millimetre stormwater pipe along Commercial Road from Vernon Terrace to Harcourt Street along with smaller diameter pipes to connect to the existing drainage system. Works will also enter Chermside Street, Kent Street and Harcourt Street
  • upgrading supporting drainage infrastructure in Florence Street, Chermside Street, Kent Street and Harcourt Street
  • installing new gully pits and manholes                                                                                                   
  • sealing abandoned pipes and filling with concrete.

Works are being completed in sections starting from Vernon Terrace working towards Harcourt Street. In order to safely complete the works in each section, on-street parking will be restricted and the inbound lane closed in sections of up to 50 metres.

Once complete, these works will:

  • increase the capacity of the drainage system
  • improve flood immunity for the community in the area. 


Works will re-commence in Commercial Road and Harcourt Street, Teneriffe on Monday 13 January 2020. Construction will take approximately 10 weeks, weather and construction conditions permitting.

Once complete, these works will conclude the Commercial Road drainage upgrade project.

The project started in February 2019 and is expected to be completed in early 2020.

Construction will primarily take place between 6.30am and 6.30pm, Monday to Saturday. Although night works are not currently planned, where works cannot safely be carried out during the day, night works may be required. These works would take place 7pm to 5am, Sunday to Thursday. Council will endeavour to minimise the occurrence of night works wherever possible.

Commercial Road and Harcourt Street

In 2019, drainage upgrade works were completed from the Commercial Road and Skying Terrace intersection along Commercial Road to Harcourt Street, including drainage connection works within Florence Street and Chermside Street.

From mid-January 2020, construction works will resume at the Commercial Road and Harcourt Street intersection. These works will involve installing an underground stormwater chamber at that intersection before excavating along Harcourt Street to install approximately 45 meters of new stormwater pipes, six manholes and five gully pits. The limit of these works will finish about 15 metres into the unnamed laneway beside 315 Harcourt Street. Alternate access to the off-street parking areas will be provided when required.

Impacts during construction

For the safety of workers, pedestrians and cyclists, the work area will be fenced for the duration of works. Due to workplace health and safety requirements, reversing beepers cannot be switched off.

Properties in close proximity to the work may experience some construction noise, dust, vibration and increased truck movements. These aspects will be monitored and every effort will be made to minimise the impacts on the local community.

Council is committed to keeping local residents and businesses informed of construction activities in their area and will provide advance notification of activities likely to cause disruption. We would like to thank the local community for their patience and understanding during these important works to improve the drainage capacity of the area.

Temporary detour

During construction a number of on-street car parks will be temporarily removed to allow for safe vehicle movement around the work area. Council apologises for any inconvenience this may cause. The on-street car parking will be restored as soon as practical after project completion.

A temporary lane closure is required on Commercial Road and Harcourt Street to facilitate the remaining work. Access to residential and business's car parks will remain open. Advance notification will be provided should any access impacts arise.

Traffic controllers and signage will be in place to safely direct road users around the site at all times, including outside of construction work hours. Motorists may experience some delays as they move through the area.

Site office location

The site office and equipment storage area will mostly be located within Harcourt Street. This is practical for the work location. The site office location requires occupation of a number of on-street car parks. Council apologises in advance for any inconvenience this may cause.

The on-street car parking will be restored as soon as practical after project completion.
