Eligibility for permits

Resident parking, visitor, fleet, short-term and carer permits

To be eligible for a resident parking, visitor, fleet, short-term category A or B, or a carer permit, residents must:

Resident parking permits are not issued to:

  • visiting business staff or contractors who do not reside at the address
  • non-resident landlords, hotel guests and occupants of serviced apartments
  • people who do not reside at an address full-time
  • residents in the Roma Street Parkland precinct, South Bank precinct and suburb of Brisbane City. 

Residents who live in a multi-unit dwelling or student accommodation that was approved as a result of a development application lodged after 31 March 2015 are ineligible for a resident parking permit. 

Exceptions to this development lodgement date include:

  • Taringa Resident Parking Permit Area – residents are not eligible if they reside in a multiple dwelling, apartment or student accommodation that was approved as a result of a development application lodged after 19 March 2017.  
  • New Farm and Teneriffe Hill Resident Parking Permit Area – residents are ineligible if they reside in a multiple dwelling, apartment or student accommodation that was approved as a result of a development application lodged after 29 August 2017.
  • West End and Highgate Hill Resident Parking Permit Area – residents are ineligible if they reside in a multiple dwelling, apartment or student accommodation that was approved as a result of a development application lodged after 22 March 2019.

In parking permit areas established after 30 June 2015 (Taringa, New Farm, Teneriffe Hill, and West End and Highgate Hill Resident Parking Permit Areas), eligible residents are entitled to:

  • one resident permit (non-transferable) for an eligible vehicle registered to the address, or one fleet permit per residence, and
  • one visitor permit (transferable) per residence for use by genuine visitors or service vehicles.

In all other parking permit areas, established before 30 June 2015, eligible residents are entitled to:

  • one resident permit (non-transferable) for each eligible vehicle registered to the address
  • one fleet permit (non-transferable), and
  • two visitor permits (transferable) per residence for use by genuine visitors or service vehicles.

Residents who live in Regulated Parking Permit Scheme Areas and hold a valid resident parking permit, or are eligible for a resident parking permit, may also be eligible to apply for a:

  • short-term category A permit (for private events, functions or minor repair works)
  • short-term category B permit (for residential construction works)
  • fleet permit
  • carer permit.

Carer permits

To be eligible for a carer permit, residents must:

  • be a primary owner-occupier or tenant with a current lease with at least six months remaining
  • reside in a Regulated Parking Permit Scheme Area.

In addition, applicants of carer permits are required to submit a letter on appropriate letterhead signed by a medical practitioner stating that the resident requires the assistance of one or more carers. This letter must be submitted at the time of application.

Vessel occupier parking permits

To be eligible for a vessel occupier parking permit or vessel occupier visitor parking permit, an applicant must be the occupier of a vessel legally moored on the Brisbane River at Gardens Point Boat Harbour or Dockside Marina moorings.

Eligible vessel occupants can apply for one vessel occupier permit and one vessel occupier visitor permit per vessel.

Health and community parking permits

To be eligible for a health and community parking permit, applicants must:

  • provide in-home care services to residents who live in a Regulated Parking Permit Area, and
  • be a healthcare practitioner registered with the Australian Health Practitioner Regulation Agency (AHPRA), or be a religious or charitable organisation listed in Council's Schedule of Fees and Charges Appendix A, or be registered with the Queensland Government as a charity.

Each eligible registered healthcare professional may apply for one health and community individual permit. Eligible organisations may apply for one or more health and community organisation permits. Permits are not allocated for the purpose of general staff parking, or parking at the health or community service.

Vehicle eligibility

Parking permits can only be issued for cars and motorcycles. They will not be issued for boats, caravans, trailers, buses, tractors, trucks 4.5 tonnes GVM or over, vehicles 7.5 metres or longer, or other vehicles restricted from parking under Brisbane City Council Local Law (Heavy and Long Vehicle Parking) 1999. All traffic regulations must be adhered to by all other vehicles not eligible for a permit. Penalties may apply.
