Citywide amendment - Major amendment package C

Brisbane is a great place to live, work and relax. To ensure our friendly and liveable city continues to thrive and Brisbane City Plan 2014 (City Plan) remains effective and up-to-date, Brisbane City Council is proposing changes to some of its citywide provisions with Major amendment package C.

This amendment was adopted into Brisbane City Plan 2014 on 30 October 2020 as part of City Plan Amendment v20.00/2020

Through amendments to City Plan, Council ensures planning decisions continue to reflect principles developed with community input, including protecting our city’s backyards and unique character.

The proposed amendments include changes across a range of citywide provisions, including:

  • service station and industrial development
  • air quality modelling, air quality (planning) criteria and odour criteria
  • industry thresholds
  • streetscape hierarchy
  • heritage and character
  • bushfire
  • mapping - including overlays.

The amendment package is following the major amendment process as outlined in the Queensland Government's guideline for Making and amending local planning instruments.

Council endorsed changes to the proposed amendments following a review of submissions and has referred the amendments to the Queensland Government for a final state interest review.

Community consultation

Council's proposed amendment package was open for public consultation from 29 July to 9 September 2019. Council held three public consultation events and received a total of 19 submissions.

In response to matters raised in the submissions, Council made the following changes:

  • Clarify minimum separation distances for fuel dispensing areas and fuel storage tanks in the Service Station code.
  • Improve the use of numerical meteorological models and terrain data in the Air quality planning scheme policy.
