Citywide amendment - Major amendment package K - Lamb House

Brisbane is a great place to live, work and relax. To ensure our friendly and liveable city continues to thrive and Brisbane City Plan 2014 (City Plan) remains effective and up-to-date, Brisbane City Council has adopted changes to some of its citywide provisions with Major amendment package K – Lamb House. 

Through amendments to City Plan, Council ensures planning decisions continue to reflect principles developed with community input, including protecting our city’s heritage and unique character.

The amendment included changes to protect the character and significant landscape trees of Lamb House:

  • zoning changes to 10, 14, 16 and 18 Wild Street, Kangaroo Point from Low-medium density residential (2 or 3 storey mix zone precinct), to Character residential (Character zone precinct)
  • zoning changes to 7, 9, 11, and 13 Leopard Street, Kangaroo Point from Character residential (Infill housing zone precinct), to Character residential (Character zone precinct)
  • updates to overlay maps to reflect the zoning changes including applying the Traditional building character overlay
  • adding 7, 9, 11, and 13 Leopard Street, Kangaroo Point to the Significant landscape tree overlay.

The amendment package followed the ‘major amendment’ process as outlined in the Queensland Government’s Minister’s Guidelines and Rules.

Council endorsed the amendment without changes following a review of submissions and referred the amendment to the Queensland Government for consideration to adopt. Council adopted the amendment on 11 May 2021, and the amendment became effective on 28 May 2021.   

The Temporary Local Planning Instrument 03/19 Protection of premises at 7, 9, 11 and 13 Leopard Street and 10, 14, 16 and 18 Wild Street, Kangaroo Point (TLPI 03/19), was repealed as the amendment became effective on 28 May 2021.

Community consultation

The amendment package was open for public consultation from 16 November to 13 December 2020.

Following careful consideration of submissions during the public consultation period, Council endorsed the proposed amendment without changes on 9 February 2021. Splitting of proposed Major amendment package K

At its meeting on 19 November 2019, Council resolved to progress proposed Major amendment package K to the Queensland Government for state interest review and approval to proceed to public consultation. Proposed Major amendment package K includes a number of changes to citywide provisions of City Plan and included the proposed changes above for Lamb House. 

At its meeting on 10 November 2020, it was decided to go to public consultation earlier for the changes associated with implementing TLPI 03/19 (Major amendment package K – Lamb House) in advance of the balance of the proposed amendment package (Major amendment package K – Other).
