Amendments to City Plan effective 1 January 2005 (Update 8)

Note: these amendments may also include consequential changes in other sections of City Plan.

City Plan maps

  • Planning Scheme Map 3 has been updated to include additions and amendments to heritage places and demolition control precinct
  • Strategic Plan Map A in Chapter 2 has been updated to include consequential amendments from the Doolandella Local Plan

Chapter 3

  • Consequential amendments due to inclusion of Doolandella Local Plan. These amendments have ensured that the plan is properly cross referenced throughout the City Plan and included in contents and index pages

Chapter 4

  • Inclusion of Doolandella Local Plan and consequential amendments to the Willawong Local Plan maps to reflect boundary changes
  • Amendments to the Outer Suburbs introductory text. The introduction to the Local Plans has been revised to include matters common to local plans for Emerging Communities. These common matters have been removed from the outer suburb local plans making them more concise. The local plans for outer suburbs should be read in conjunction with this introduction

  • Amended Structure Planning Code

Amendments to planning scheme policies

  • Inclusion of approximately 20 new Commercial Character Buildings in the Commercial Character Building Register Planning Scheme Policy
  • Inclusion of approximately 190 new areas to Schedule 1 Heritage places of cultural heritage significance in the Heritage Register Planning Scheme Policy
  • Reformatting of Heritage Register to include dates of entry as an additional column

Amendments to City Plan effective 1 July 2005 (Update 9)

Note: these amendments may also include consequential changes in other sections of City Plan.

City Plan Maps

  • Planning Scheme Map 2 of 3 – Waterway Corridors and Wetlands – removal of, or alterations to, 241 waterways or parts of waterways. These changes are a result of detailed assessments undertaken as part of the  development assessment process

Chapter 2

  • Clarification that small shops and offices out of Centres are subject to size, location and function criteria. This is intended to ensure the viability of small centres and ensure small shops and offices are appropriately sized and located
  • Including provisions facilitating demolition control for individual buildings constructed prior to 1900

Chapter 3

  • Amendment to the definition of CU4 “Education Purposes” to include existing churches that are ancillary to the education facility. This amendment varies the level of assessment so that both uses are code assessable. New churches or churches that are not ancillary to the school will remain impact assessable
  • Amendment to the definition of ‘ground level’ to clarify that it is based on the best available evidence of the level of the land at the time of the original estate subdivision. References to the City of Brisbane Orthophoto Maps of 1980-81 have been replaced by the more accurate information gathered from the Airborne Laser Scanning of the City in June 2002

Chapter 4

  • Amendments to the City Centre Local Plan to support entertainment facilities such as live music venues in the City Centre and to clarify that a suburban level of residential amenity should not be expected
  • Amendment to the Grange District Local Plan indicating that any residential development in the Brickworks Industrial Area is to be consistent with the low-medium density of surrounding residential areas
  • Inclusion of Kelvin Grove Urban Village Local Plan and consequential amendments throughout the plan (effective 1 April 2005)
  • Inclusion of Banyo/Nudgee Local Plan and consequential amendments throughout the plan

Chapter 5

  • Amendments to the Centre Design Code to include new provisions applicable to the assessment of a new small shop or office outside of a Centre
  • Amendments to the Farm Code ensuring that large greenhouse and shade structures in the Rural Area do not adversely impact on adjoining properties due to stormwater discharge or impacts on visual amenity
  • Amendments to the Demolition Code introducing assessment criteria applicable to pre-1900 buildings

Amendments to planning scheme policies

  • Inclusion of the Graffiti Prevention Guidelines Planning Scheme Policy introducing graffiti prevention measures in the assessment of development applications for multi-unit dwellings, industrial or commercial development
  • Inclusion of Zillmere Centre Master Plan Planning Scheme Policy
  • Replacing the existing Planning Scheme Policy 2   - Development Contributions for Water Supply and Sewerage Headworks arising from Reconfiguring a Lot and a Material Change of Use of Land. (effective 4 February 2005)
  • Inclusion of approximately 80 new areas to Schedule 1 Heritage places of cultural heritage significance in the Heritage Register Planning Scheme Policy
  • Minor amendments to sites currently in the Heritage Register Planning Scheme Policy and the Commercial Character Building Register Planning Scheme Policy
  • Reformatting of the Commercial Character Building Register to include “date of entry” column and further alphabetical page breakdowns
