Brisbane City Council is undertaking works at the Lutwyche Road and Bowen Street intersection in Windsor as part of the 2019-20 Australian Government Black Spot Program.

About the project
The Black Spot Program is part of the Australian Government's commitment to reduce crashes on Australian roads. The program aims to reduce crashes and improve road safety by implementing upgrade measures such as roundabouts and traffic signals appropriate to each black spot location.
The intersection has experienced a relatively high crash rate, with 14 reported crashes at the intersection between January 2013 and December 2018, most of which resulted from poor visibility of traffic signals on the southbound approach.
The project involves:
- installing a new signal mast arm to increase visibility
- realigning the pedestrian crossing
- upgrading pedestrian kerb ramps and pedestrian paths at the intersection
- line marking and road resurfacing.

Impacts during construction
The majority of works will take place at night between 7pm-5am, Sunday to Thursday, when traffic volumes are lowest to ensure the safety of motorists and workers, and to minimise traffic disruptions.
Where possible, noisier works (such as saw cutting of the road) will occur during the day or prior to 11pm. However, residents may still experience increased lighting and some noise after 11pm from plant and machinery operating throughout the night/morning.
Temporary traffic changes and lane closures will be required to allow work to be completed and motorists should expect delays when travelling through the area. Look for wanting signage and follow the direction of traffic controllers.
As part of the project, a site compound and laydown area for materials and equipment will be established at a small park on Grafton Street, opposite Windsor Park.
During construction, residents near the site compound and along Grafton Street may experience low levels of noise, dust and increased construction vehicle movements through the local area. Temporary lighting from portable light towers may be required for any night works. The compound will be secured during construction, with the area reinstated to its original condition after project completion.
Construction is scheduled to start early September 2019 and is expected to be completed by late 2019, weather and construction conditions permitting.
