Newstead Avenue and Newstead Terrace changes

With initial works underway on the Breakfast Creek Green Bridge, works to permanently convert Newstead Avenue and Newstead Terrace (to Halford Street) to one way vehicle traffic will be undertaken in mid-July 2022.

Permanent changes to Newstead Avenue and Newstead Terrace (to Halford Street)

From Tuesday 12 July 2022, Newstead Avenue and Newstead Terrace (to Halford Street) will be permanently converted to one way vehicle traffic (eastbound, away from Breakfast Creek Road), weather and construction conditions permitting.

This permanent change is required to accommodate a new two way on-road dedicated cycle path on Newstead Avenue and Newstead Terrace, with no permanent loss of on-road parking spaces. This dedicated on-road cycle path will extend to the north along the eastern side of Breakfast Creek Road and connect with the new green bridge and Lores Bonney Riverwalk extension.

Works to reconfigure Newstead Avenue and Newstead Terrace (to Halford Street) will be completed in stages:

  • From 7am Monday 11 July 2022 for up to two days, all existing on-road parking spaces on Newstead Avenue and four on-road parking spaces on Newstead Terrace will be temporarily unavailable. Signage will be installed.
  • From 7pm Monday 11 July for up to two nights, line marking and signage installation works will be undertaken.
  • From Tuesday 12 July 2022, Newstead Avenue and Newstead Terrace (to Halford Street) will be permanently converted to one way vehicle traffic.
  • From Wednesday 13 July 2022, all impacted on-road parking spaces will be re-opened and parked vehicles will face in the opposite direction under the new arrangement.

Breakfast Creek Road night works

From late June to early July 2022, works to remove the centre median and realign Breakfast Creek Road between the Breakfast Creek Road Bridge and Edmund Street will be undertaken to allow construction site access and accommodate the future on-road cycle path.

The existing kerbside lane on Breakfast Creek Road outbound will be converted to a left turn only into Edmund Street, with two through lanes maintained.

Durong Street night works

From early to mid-July 2022, pedestrian safety improvements will be made to the intersection of Durong Street and Breakfast Creek Road to install new pram ramps, line marking and traffic island changes. During these works, access to Durong Street will be from Breakfast Creek Road, one way to Ross Street.

Bus stop relocation night works

From early July 2022, works will be undertaken to permanently combine the inbound and outbound bus stops 11 & 12 on Breakfast Creek Road between Newstead Avenue and Edmund Street. The new bus stops will be operational from 11 July 2022.

What to expect

During these works, residents and businesses in close proximity to the project area can expect:

  • out-of-hours works between 7pm and 5am
  • changed traffic conditions, including lane closures and reduced speed limits
  • traffic control and signage to assist users
  • temporary loss of on-road parking spaces on Newstead Avenue and Newstead Terrace (to Halford Street)
  • temporary pedestrian and cycle path changes
  • increased use of machinery and truck movements
  • some noise and dust from construction.

Access changes to Breakfast Creek Road

Following the conversion of Newstead Avenue and Newstead Terrace (to Halford Street) to one way traffic, access to Breakfast Creek Road to travel southbound will be via Halford, Maud, Austin, Evelyn or Waterloo streets.

Northbound access to Breakfast Creek Road remains unchanged, via the traffic signals at Maud or Evelyn Streets.

Access changes to Newstead Park

Access into Newstead Park will be left in only from Newstead Avenue and left out only onto Newstead Avenue.

Temporary laydown area

Once works to reconfigure Newstead Avenue and Newstead Terrace (to Halford Street) are complete, a temporary laydown area will be established in mid-July 2022 on Newstead Avenue, between the Newstead Park driveway and existing indented bus stop.

This laydown area will be used to store construction machinery and equipment, and will remain in place until late 2023.

Working hours

Due to lane closure requirements to minimise traffic disruptions and to undertake works safely, out-of-hours works will be required from 7pm to 5am Sunday to Thursday to complete the construction activities outlined in this notice.

Most activities for this project will generally be undertaken from 7am to 6pm Monday to Friday, with some works on Saturdays from 8am to 1pm.
