Brisbane City Council is pleased to release the detailed design for the Woolloongabba Bikeway project.
Council received valuable feedback from the community during consultation in late 2017 and would like to thank those who provided feedback.

About the project
The Woolloongabba Bikeway project is part of Council’s Better Bikeways for Brisbane program, creating new lifestyle and leisure opportunities through dedicated bikeways and active travel City options with a $100 million investment.
This project will provide a safe corridor for cyclists travelling along Annerley Road and Stanley Street in both directions.
The project extends 1.1 kilometres along Stanley Street between Ipswich Road, Woolloongabba and Dock Street, South Brisbane, and 1.4 kilometres along Annerley Road between Stanley Street, Woolloongabba and Gladstone Road, Dutton Park.

The detailed design includes the following features:
- installing a separated bikeway along Stanley Street, from Ipswich Road, Woolloongabba, to Dock Street, South Brisbane
- installing an additional 240 metre section of separated bikeway on the western side of Annerley Road, between Stanley Street and Clarence Street
- removing the existing signalised pedestrian crossing on Annerley Road (located approximately 150 metres south of the Annerley Road and Stanley Street intersection) and replacing it with a new signalised intersection at Annerley Road, Clarence Street and Catherine Street
- installing on-road bike lanes on both sides of Annerley Road, from Clarence Street to the intersection of Gladstone Road, Dutton Park
- installing separation barriers between cyclists and vehicles along Annerley Road where feasible
- modifying a number of intersections on both Annerley Road and Stanley Street to enhance travel flow efficiency and safety, such as removing right turns
- closing the left-turn slip lane to the South East Freeway on-ramp from Stanley Street
- reconfiguring some bus stops to reduce conflicts between cyclists and buses including installing three floating bus stops
- installing a CityCycle station on Annerley Road near the Stanley Street intersection.
Additional features incorporated from community feedback:
- providing left-in only access to Merton Road from Stanley Street
- reconfiguring the loading bay outside 550 Stanley Street
- investigating reallocating side street parking to short-term or long-term depending on business and residential needs
- investigating local area traffic management devices for Merton Road.
Council is pleased to announce construction of a new CityCycle station outside 39 Annerley Road, South Brisbane has been completed. This new site will improve connectivity between CityCycle’s existing network and Brisbane’s public transportation options and bikeway infrastructure.
The new CityCycle station will be commissioned as part of the major project works for the Woolloongabba Bikeway project.

Council received feedback from the community, with some key themes raised. Council’s response to this feedback is detailed below.

|Concerns about the proposed closure of Merton Road||
Council investigated alternative options for Merton Road and the final design has been changed to allow left-in access from Stanley Street into Merton Road. The left-out access from Merton Road into Stanley Street will remain closed to ensure safety for cyclists travelling along Stanley Street. Alternative access out of Merton Road is available via Trinity Lane, Hawthorne Street or the new signalised intersection at Annerley Road, Clarence Street and Catherine Street.
Separate to the detailed design, Council is investigating improvements to local area traffic management devices for Merton Road. Council will be in contact with the residents and businesses in Merton Road to discuss these plans in further detail.
|Concerns about the closure of the left-turn slip lane to the South East Freeway on-ramp||
Council consulted with the Department of Transport and Main Roads about the closure of the on-ramp and undertook significant traffic modelling on the closure. A number of alternative options were investigated, however the option chosen to remove the left-turn slip lane provides the safest route for cyclists by minimising potential conflict points between cyclists, motorists and pedestrians.
A proposed alternative route for access to the South East Freeway from Stanley Street travelling inbound is via Allen Street and Leopard Street. Alternatively, if heading south, the South East Freeway can be accessed at Juliette Street using Hawthorne Street and Ipswich Road.
|Concerns about the loss of parking and loading bays on Stanley Street and Annerley Road||
Council worked hard to minimise the loss of on-street parking and loading bays. The final detailed design has resulted in a loss of 26 metered car parks and five loading bays from Stanley Street and seven unmetered car parks, 47 metered car parks, two loading bays and one taxi rank from Annerley Road.
There are a number of existing car parks and loading bays in side streets off Stanley Street which will not be affected by the project. Some long-term on-street parking in side streets has also been reallocated to short-term parking to help further mitigate impacts and Council will continue to investigate this.
|Suggestions to change the Stanley Street and Annerley Road intersection||Due to large traffic volumes, Council has limited options for traffic signal phasing at this intersection. The current design and signal phasing provides the best and safest outcomes for all road users.|
|Concerns about the removal of right turns from Annerley Road||Council will remove right turns at Crown Street, Heaslop Street, Lockhart Street, Gloucester Street, Grove Street and Abingdon Street to ensure safety for all road users and to improve traffic flow along Annerley Road.|
Construction of the project is anticipated to start in late-2018 and be completed by mid-2019. Further details will be provided to the community closer to the start of construction.
