Kelvin Grove Road intersection upgrade – Red Hill
Council is upgrading the intersection at Kelvin Grove Road and Lower Clifton Terrace to improve safety and reduce congestion.
We're upgrading the Kelvin Grove Road and Lower Clifton Terrace intersection in Red Hill. This intersection upgrade will reduce congestion on Kelvin Grove Road and enhance safety and connectivity for pedestrians and cyclists.
Works include:
- upgrading the signal phasing to extend 'green' time for traffic on Kelvin Grove Road
- changing the unsignalised access point at Lower Clifton Terrace and Kelvin Grove Road to left out only
- removing the signalised left turn from Lower Clifton Terrace into Kelvin Grove Road
- changing access from Lower Clifton Terrace into Kelvin Grove Road to right turn only
- upgrading footpaths and kerb ramps
- installing new pavement, line marking, landscaping and turf.
Additional works at the Kelvin Grove Road and Musk Avenue intersection include:
- constructing a 6-metre-wide raised pedestrian crossing on Musk Avenue
- upgrading the existing traffic island
- installing new kerb and channel on the eastern corner of Musk Avenue
- constructing a new bike ramp and bike path.
To reduce impacts on high traffic volumes on Kelvin Grove Road, we're doing these construction works at night between 7pm-5am, Sunday to Thursday. We may need to do some day works between 7am-5pm, Monday to Friday.
During the works, you may experience:
- increased noise, truck movements, low level vibration and dust
- light from mobile light towers and flashing vehicle lights
- changes in traffic conditions including minor traffic delays, reduced speed limits and temporary lane closures.
We'll minimise impacts to the local community and complete particularly noisy works prior to 11pm where possible. Traffic management and signage will be in place to direct you through the area. We'll monitor traffic flow throughout the project and make adjustments as required.
We'll keep you informed during works and provide advance notification of any impactful works. We value your patience and cooperation while we deliver this important project.
Site compound
We've placed a temporary site compound on the low-side of Lower Clifton Terrace for a site office. We've had to temporarily remove some on-street parking while construction is underway.
Permanent access changes
Once the project is complete, permanent access changes will be implemented. Refer to alternative travel route maps under Resources.
Access to Kelvin Grove Road from Lower Clifton Terrace
- Road users on Lower Clifton Terrace will need to turn right into the lower section of Lower Clifton Terrace and use the unsignalised access point to turn left onto Kelvin Grove Road.

- Road users can use 2 alternate routes from the Hale Street off-ramps.
