Why Upper Mt Gravatt Centre?
Upper Mt Gravatt is one of Brisbane’s principal centres, servicing southern Brisbane and beyond with shopping, entertainment and employment opportunities.
It is well connected to Brisbane’s city centre and the broader region via road, public and active transport networks. Community, recreation and park facilities are located in and around Upper Mt Gravatt including the library, sporting fields and nearby Mt Gravatt Outlook Reserve.

What we're planning
The draft plan outlines an exciting long-term vision for the area. Focused on the Upper Mt Gravatt Centre and Logan Road precincts, the draft plan aims to:
- increase housing choice close to services, jobs and business
- maximise connections between residences and businesses with the Upper Mt Gravatt Busway, Metro and the V1 Veloway running along the Pacific Motorway
- embrace the area's outdoor lifestyle and subtropical character by encouraging new buildings to include landscaping, shade and climate-appropriate design
- expand opportunities for the local economy by identifying an appropriate mix of business, retail, personal and community services, and facilities.
How the plan is developed
We are using technical investigations, community feedback and Queensland Government feedback to develop the plan.
Once it has gone through relevant stages, it will be adopted into Brisbane City Plan 2014 (City Plan) and used to guide and assess property development.
Read the draft precinct plan
While proposed changes to City Plan will affect some properties (e.g. changes to zones, overlays, codes or types of development applications required), all residents and property owners in the area are encouraged to read the draft plan and have their say.
Following a review of submissions, the precinct plan will be refined and adopted into City Plan and used to guide and assess property development.

Consultation is now open on the draft precinct plan until 11.59pm, Sunday 20 September 2026.
You can read the draft plan by:
- viewing the draft precinct plan
- visiting City Plan online.
To be formally considered by Council, submissions must be properly made. A properly made submission must:
- be in writing and signed by each person (when sending by post)
- state the name and residential or business address of each person making the submission
- state what you support or do not support in the draft precinct plan and why (suggest specific changes and use your own words to accurately reflect your own view)
- including a phone number and/or email address if you are happy for Council to contact you for further information
- be posted or emailed to Council by the closing date.

Following a review of submissions, Council will write to everyone who has made a properly made submission on the proposed changes and will publish a copy of the consultation report online.

Sessions are being held at the following times:
Plan stages
- Early 2026: Background investigations and initial community feedback on ideas to help shape the draft plan.
- Mid-Late 2026: Community and Queensland Government consultation on the draft plan.
- Late 2026 – early 2027: Review feedback received during public consultation and preparation of the final plan.
- Mid 2027: Council and Queensland Government approval of the plan, and its adoption and gazettal by Council into City Plan.
