Amendment summary

Amendment package P proposes changes to the Landscape design, Planting species and Vegetation planning scheme policies of Brisbane City Plan 2014 (City Plan).

The proposed amendment updates technical guidance in the planning scheme policies relating to how deep planting and subtropical landscaping is delivered by new developments.

The proposed changes are intended to support the delivery of subtropical landscaping and deep planting that responds to the local climate, the retention of existing and significant vegetation, and the long-term survival of vegetation in the urban environment.

The updated guidance in the proposed amendment complements the landscaping and deep planting outcomes sought in the proposed Major amendment package L.

Proposed changes

The changes proposed under Amendment package P are outlined below. Full details of the proposed amendment can be found in City Plan online.

Changes are proposed to the Landscape design planning scheme policy to:

  • clarify requirements for landscape concept plans that are submitted with development applications
  • describe the attributes of subtropical landscaping
  • provide new technical guidance about dimensions, surface area and soil volumes required to support different size trees
  • provide advice on what tree planting may be suitable for multiple dwelling development
  • provide new technical guidance about the use of sustainable soil solutions where they are used to support deep planting outcomes
  • provide guidance about the successful establishment and ongoing maintenance of trees.

Changes are proposed to the Planting species planning scheme policy to update guidance on tree planting species. These changes include:

  • re-classify species according to their size at maturity, which better aligns with the updated guidance in the Landscape design planning scheme policy about tree planting
  • remove redundant information about species that is not relevant to development outcomes sought
  • provide new relevant information about species (such as estimated urban canopy width, form and function) that can support applicants in selecting suitable plant species for their proposed development.

Changes are proposed to the Vegetation planning scheme policy to:

  • provide updated guidance about the protection and retention of significant vegetation
  • provide guidance about how the retention of significant vegetation can contribute to deep planting requirements and landscape character and amenity outcomes in development codes
  • update guidance about the tree protection zone for significant vegetation
  • provide new guidance about compensatory planting where significant vegetation is not able to be retained.

A properly made submission must be in writing and include: 

  • what in the proposed amendment you support or do not support, and why
  • full name and property address of each person lodging the submission (no PO boxes)
  • signature of each person (when sending by post)
  • phone number and/or email address if you are available for Council to contact you for further information.

Following a review of submissions, Council will write to everyone who has made a properly made submission on the proposed changes and will publish a copy of the consultation report online.

August 2023 Council prepared the draft amendment package. 
3 November - 1 December 2025 Consultation open for community submissions on the proposed changes.
Early-mid 2026 Council to review submissions. Amendment anticipated to be adopted and effective in City Plan.
