Amendment summary
The amendment package proposes changes to on-site car parking rates for multiple dwellings across the city to support more homes in the right places.
The proposed changes to car parking rates are intended to better support the supply and diversity of homes in well-located areas close to existing transport and services.
Proposed changes
The changes proposed under the More Homes, Sooner – Car parking for multiple dwellings amendment package are outlined below. Full details of the proposed amendment can be found in City Plan online.

The proposed changes include Citywide rates and the introduction of a Key Location area.
The citywide rate for car parking has been reduced from 2 car parks per 2 bedroom unit, to 1.5 car parks per 2 bedroom units.
The changes also allow for resident parking spaces to be rounded down to the nearest whole number when calculating minimum car parking numbers, while visitor parking spaces continue to be rounded up to the next whole number.
This approach recognises that residents are able to select a home with an appropriate number of parking spaces, whereas visitors do not have the same flexibility.
Car parking rates are a minimum, so more car parking spaces can be provided.
There are no changes proposed for multiple dwelling parking rates where they are located within the City core or City frame areas.
Under the proposed changes, every dwelling within a building will require the provision of at least one car parking space.
A new car parking rate is proposed to apply for sites located in a Key Location area, reflecting their access to frequent public transport and nearby centres.
- A Key Location area is land within the Principal centre, Major centre, District centre or Mixed use zone; or
- Land within 400m walking distance of:
- a dedicated public pedestrian access point of a major public transport interchange; or
- a public transport stop that is serviced with a minimum frequency of 20 minutes between 7am and 7pm on weekdays, and a minimum frequency of 30 minutes between 7am and 7pm on weekends; or
- Principal centre, Major centre, District centre or Mixed use zone.
Under the proposed changes every dwelling within a building will require the provision of at least one car parking space.
