Amendment summary
Major amendment package R proposes changes to a range of citywide provisions in Brisbane City Plan 2014 (City Plan) relating to public safety lighting, and site-specific changes to zone and overlay maps to reflect changed circumstances, including properties identified to transition away from longer term industrial uses as part of Brisbane: Our Productive City.
Proposed changes

Updates are proposed to amend lighting references in 11 neighbourhood plan codes, 14 development codes and 3 overlay codes to align with renamed and updated Australian Standards, as a result of changes made to the Civil Aviation Regulations and Civil Aviation Safety Regulations naming conventions.
Site-specific zone and overlay map changes are proposed to properties across the city to reflect changed circumstances. These include:
- Transition sites: 17 sites identified in Council’s Brisbane: Our Productive City strategy as not having long-term value for the city as industrial land are proposed to be changed. The zoning, overlays and neighbourhood plan requirements for these sites are proposed to be updated to reflect the change in future land use intent for these sites, from industrial to a residential or mixed use.
- Other site-based changes to reflect development approvals and changes in parks planning:
- Zone change from Emerging community zone to Conservation (District) zone precinct (1 property) and Low density residential zone (3 properties) to reflect residential development and Council’s purchase of property under the Bushland Acquisition Program.
- Zone change from Special purpose (Utility services) zone precinct to Open space (District) zone precinct to reflect the change in use back to open space for a property where a defunct depot/storage area is no longer required.
- Zone change from Open space (District) zone precinct to District centre (Corridor) zone precinct to reflect a property not required for park purposes. An update to the Eastern corridor neighbourhood plan is also proposed to reflect this change.
- Update the Dwelling house character overlay and Streetscape hierarchy overlay on properties mentioned above to align development outcomes sought by these overlays with the proposed zone intent.
- Update the Pre-1911 building overlay map to remove one property from the overlay to reflect that the building on the property was constructed in 1912.

Following a review of submissions, Council will write to everyone who has made a properly made submission on the proposed changes and will publish a copy of the consultation report online.
