Amendments to City Plan effective 1 January 2006 (Update 10)

Note: these amendments may also include consequential changes in other sections of City Plan.

City Plan maps

  • Planning Scheme Map 3 has been updated to include additions and amendments to heritage places and the demolition control precincts

Chapter 3

  • Clarification that the relocation of a building within a lot is not exempt from the plan
  • Amendment to the Ground Storey definition to clarify that the term is not applicable when determining building height and clarification of the Storey definition
  • Change to the level of assessment for Small Lot Houses in the Emerging Community Area making it consistent with the Residential Area classifications

Chapter 4

  • Adding maximum building height in metres to Local Plans where maximum building height was previously specified in storeys only
  • Amendments to Bowen Hills Local Plan to include a new precinct, improve retention of light industrial activities and to clarify open space provisions
  • Amendments to New Farm and Teneriffe Hill Local Plan to improve the structure, remove redundant provisions and to clarify design guidelines for houses
  • Amendments to Newstead and Teneriffe Waterfront Local Plan to improve the structure, improve retention of light industrial activities and to clarify precinct intents
  • Amendments to Western Gateway Local Plan to clarify desired land use outcomes, recognise recent development in the Local Plan area and improve interpretation

Chapter 5

  • Updated references in the Child Care Facility, Commercial Character Building, Community Use, and Home Business Codes to ensure consistency with the current State Government child care legislation
  • Amendment recognising that work granted an Exemption Certificate under the Queensland Heritage Act is exempt from the Heritage Place Code
  • Amendment to the Heritage Place Code recognising that prior approval of work on a heritage place by the State Heritage Council is no longer possible, and that approval must be obtained from the local authority first
  • Updating the references to the new Acid Sulfate Soil State Planning Policy in the Acid Sulfate Soil Code
  • Introduce maximum building height in metres to provide a clearer indication of the intended maximum building height in Multi-purpose Centres and Special Purpose Centres

Amendments to planning scheme policies

  • Including Doolandella on the Infrastructure Charges Plans map in Appendix 1
  • Updated references to the new Acid Sulfate Soil State Planning Policy in the Acid Sulfate Soil Planning Scheme Policy and an updated list of matters to be taken into account when preparing an acid sulfate soils management plan
  • Additional sites and minor amendments to the Heritage Register Planning Scheme Policy
  • Amendments to the Natural Assets Planning Scheme Policy to introduce Schedule 6, Significant Landscape Trees as defined in the Natural Assets Local Law 2003

City Plan maps

  • Area classification changes to land at Bicentennial Road, Boondall to Conservation Area to conform to the Regional Landscape and Rural Production Area in the Regional Plan. Area Classification changes throughout due to introduction of three new local plans and amendments to three existing local plans

Chapter 2

  • Amendments to Strategic Plan Map A to include the Rochedale Master Plan Area in Residential Neighbourhoods
  • Amendments to Strategic Plan Map B to align the koala habitat area mapping in the Wakerley area with the Regional Plan
  • Description of the North-South Bypass Tunnel has been included in the Strategic Plan’s movement system

Chapter 3

  • Amendments to the Rural and Environmental Protection Area intents stating that the these areas provide for a range of lots from at least 10ha up to 100ha as required by the Regional Plan
  • Clarification that the construction and operation of roads, busways and associated infrastructure do not require a development application and are exempt from assessment under the Brisbane City Plan 2000

Chapter 4

  • Amendments to the Chermside Major Centre Local Plan to make Chermside the major retail, commercial and residential centre for the northside; to plan for the Northern Busway; and to plan for community facilities and services to meet regional and local needs
  • Introduce the Everton Park Local Plan to retain the traditional strip shopping character and ensure that new development enhances centre vitality
  • Inclusion of the Sandgate Road Industrial Area Local Plan to introduce a bulky goods retail precinct along Sandgate Road and to protect areas of high environmental value
  • Introduce the Ithaca District Local Plan to protect the character of the Ithaca District; facilitate medium and high density residential development in the Auchenflower South and Butterfield Street precincts; and reclassify land on the northern side of Butterfield Street, Herston from the General Industry Area to the Light Industry Area
  • Amendments to the Milton Local Plan to facilitate new medium and high density residential development in the appropriate precincts; strengthen the role of the Park Road Centre; and balance residential amenity with the needs of non-residential uses
  • Amendments to the Latrobe and Given Terraces Local Plan to retain the traditional timber and tin character; provide more flexibility for a greater range of non-residential uses; and to provide a better balance of residential amenity. Provisions are also included for key development sites as a catalyst for centre revitalisation along the Terraces
  • Valley Music Harmony Plan amendments to the Fortitude Valley Local Plan, Bowen Hills Local Plan and Newstead Teneriffe Waterfront Local Plan to manage entertainment noise and enhance the Valley as an incubator for live music and the entertainment industry
  • Amendments to the Sandgate District Local Plan previously included as an interim update on 1 January 2006

Chapter 5

  • Amendments to the Subdivision Code to include a minimum lot size of 100ha for Rural and Environmental Protection Areas in the Regional Landscape and Rural Production Area as required by the Regional Plan’s Regulatory Provisions

Appendix 2 - Planning scheme policies

  • Inclusion of the Compensatory Earthworks Planning Scheme Policy to detail Council’s requirements when reshaping land within a Waterway Corridor
  • Minor text amendments to the Chermside Parklands Master Plan
  • Minor amendments (text format changes) to the Heritage Register Planning Scheme Policy
  • Amendments to the Natural Assets Planning Scheme Policy to include particular Significant Landscape Trees in the West End – Woolloongabba area in Schedule 6 of the Policy
