Suburban renewal

Council is committed to meeting the demand for new homes, providing for a strong economy and employment growth and creating vibrant mixed-use communities in collaboration with a range of stakeholders.

Building on the success of our neighbourhood planning program, suburban renewal precincts focus on detailed planning for smaller, underutilised, or strategically located suburban areas.

The suburban renewal precincts program aims to:

  • unlock opportunities for underutilised land to provide new homes and jobs
  • ensure quick and responsive planning outcomes
  • deliver locally relevant outcomes
  • deliver targeted and effective community and stakeholder engagement
  • coordinate and implement Council programs and priorities.

Suburban Renewal Precincts

Our Suburban Renewal Precincts program will unlock the potential of Brisbane’s suburbs by identifying underutilised or strategically located land that can be transformed into vibrant mixed-use communities.

Precinct plans may be supported by catalyst projects and statutory amendments to Brisbane City Plan 2014 (City Plan). Amendments to City Plan follow a clear process set by Queensland Government legislation, including public consultation.

We will assess the suitability of new precincts based on factors including:

  • strategic significance
  • site characteristics including context, size and ability to increase housing supply and support mixed use outcomes
  • underutilised land, including former industrial land  (transition sites)
  • proximity to public transport 
  • major infrastructure investment (current and proposed)
  • manageable constraints
  • current planning framework
  • infrastructure timing
  • partnership opportunities
  • alignment with other Council projects.

Precinct planning activities will be tailored to suit the challenges and opportunities of each location.

Integral to this process will be community and stakeholder engagement, including a mix of online and in person consultation opportunities.

Precinct plans focus on the following themes.

Housing choice

We need more homes for every type of household (such as one and two person households, multigenerational families, or single parent families). We’ll enable this by reviewing building heights, zones and planning provisions to allow for more types of homes.

Vibrant villages

We want to create more to see and do by updating City Plan requirements to support  employment, education and services, as well as the revitalisation of public spaces, to boost local retail, dining and business opportunities.

Subtropical lifestyle

We can celebrate our outdoor lifestyle with building design and public spaces that includes shade and greenery that is suitable for our subtropical climate.

Connecting people and places

We can maximise our public and active transport networks and make it easier to walk and ride.

Current projects

Council is creating a suburban renewal precinct plan for Alderley Centre to:

  • increase housing choice
  • maximise local transport connections
  • embrace the area's character
  • expand opportunities for the local economy.

Focussed on the South Pine Road corridor and Alderley railway station, the precinct plan will seek to revitalise the area with new housing and employment opportunities. It will also maximise connections to Alderley railway station and local destinations including Sedgley Park and Newmarket Pool.

We'll use technical investigations, community feedback and Queensland Government feedback to develop the plan.

Once completed, it will be adopted into Brisbane City Plan 2014 and used to guide and assess property development.

Stages
  • Mid 2025: Background research and technical investigations.
  • Late 2025: Initial community engagement
  • Early 2026: Community and Queensland Government consultation on the draft plan
  • Mid-late 2026: Review feedback received during public consultation and preparation of the final plan. Council and Queensland Government approval of the plan, and its adoption and gazettal by Council into Brisbane City Plan 2014.

Council is creating a suburban renewal precinct plan for Mount Gravatt Centre to:

  • increase housing choice
  • maximise local transport connections
  • support local business
  • ensure residents have more to see and do
  • revitalise underutilised land
  • enhance streetscapes and walkability
  • improve shade cover and public spaces.

Focused on the Logan Road corridor, the precinct plan will seek to revitalise the area with new housing and employment opportunities. It will also maximise connections to public transport and local destinations.

We'll use technical investigations, community feedback and Queensland Government feedback to help develop the plan. Once completed, it will be adopted into Brisbane City Plan 2014 (City Plan) and used to guide and assess property development.

Stones Corner is one of Brisbane’s oldest and fastest growing suburbs.

Council has created a draft precinct plan to guide suburban renewal of this precinct. We released the plan for community consultation in late 2024.

We're now working with the Queensland Government, community and businesses to incorporate feedback into a revised plan that:

  • allows more housing
  • provides more employment, education and services near public transport
  • creates a vibrant community heart that maintains the unique character of Stones Corner
  • improves access to community facilities, including parks, urban spaces, shops and services
  • leverages investment in the area (e.g. Hanlon Park / Bur'uda, the busway) and capitalises on local infrastructure
  • improves connectivity within and outside the precinct.

Wynnum is one of Brisbane's most popular bayside suburbs. Council is creating a suburban renewal precinct plan for Wynnum centre to:

  • embrace the area's bayside character
  • expand opportunities for the local economy
  • allow more housing to be built
  • maximise connections to public transport and the foreshore.

We'll use technical investigations, community feedback and Queensland Government feedback to develop the plan. Once completed, it will be adopted into Brisbane City Plan 2014 and used to guide and assess property development.

Council has now closed the initial stage of community engagement and would like to thank everyone who participated and provided their input into the project. We will use this input to help prepare the draft Wynnum Centre Suburban Renewal Precinct Plan.

Once the draft precinct plan is prepared the community will again be invited to have their say.

Creating better suburbs  

The Better Suburbs Initiative has been established to investigate opportunities for renewal in suburbs that are outside the city's inner 5 kilometres. 

The initiative's aim is to:

  • identify renewal opportunities in key suburban areas, working with local investors and the community
  • facilitate a coordinated approach to infrastructure delivery, planning and development across Brisbane's suburbs
  • ensure successful projects and services are delivered to suburban areas  
  • set future investment priorities to guide budget decisions and cross-government projects.

The initiative is led by the Better Suburbs Initiative Board.

What is a neighbourhood plan?

Neighbourhood plans guide development in local communities and sit within Council’s planning scheme, Brisbane City Plan 2014 (City Plan).  

Created in consultation with residents, they reflect current and future local needs and opportunities. 

Neighbourhood plans: 

  • manage a growing, dynamic city
  • plan for new infrastructure networks 
  • set out levels of assessment for new development
  • provide for local area improvements and open space
  • consider environmental, social and economic factors in each community 
  • give residents an opportunity to have a say on how their community will develop in the future
  • facilitate economic growth
  • achieve targets in the Queensland Government's South East Queensland Regional Plan 2023 (ShapingSEQ 2023).
