Brisbane Clearway Action Plan

Link copied

Council is reviewing clearway operating times on major road corridors to improve safety and ease congestion.

About the program

As part of the Brisbane Clearway Action Plan - Keeping Brisbane Moving initiative we are reviewing and updating clearway operating times on some of the city's busiest roads to ensure they meet the needs of our growing city.

Clearway changes are an effective solution to improve traffic flow as Brisbane's population continues to grow. Clearways improve traffic flow by opening the kerbside lane to help move traffic during peak times. They provide immediate benefit to everyone using the road, removing the need for major infrastructure projects, like road widening.

We are progressively reviewing key routes across Brisbane to improve travel time so you can get home sooner and safer, now and into the future.

Program benefits

Improved traffic flow

Removing on-street parking during busy times will help maintain a consistent flow of traffic.

Increased road capacity

Removing on-street parking from the kerb lane allows more vehicles to move through the corridor.

Enhanced road safety

Clearways provide an unobstructed path for road users, improving visibility during high traffic periods.

Efficient public transport

When buses have a clear path, services can run more smoothly and with fewer delays.

Improved pedestrian and cyclist safety

Less on-street parking means improved visibility, reducing the risk of collisions and providing a safer environment for pedestrians and cyclists.

Current projects

We have reviewed clearway operations on the following roads:

  • Abbotsford Road - between Edmonstone Road, Bowen Hills and Sandgate Road, Albion.
  • Lutwyche Road - from Northey Street, Windsor to Kedron Park Road, Lutwyche.

Our technical assessments have shown the current operating times on these roads no longer meet the needs of our growing city. We'll be updating clearway operating times to improve traffic flow so you can get home sooner and safer, now and into the future.

Full details about the changes will be available in coming months.

We will send project notification newsletters to inform residents and businesses in impacted suburbs about these changes before the work starts.

Additional project updates will be sent to impacted businesses and residents along the corridors to inform them of upcoming changes and remind them of the new operating hours before the changes are implemented.

Temporary signage will be installed along the corridors before works start, to let road users know about the coming changes.

Musgrave Road-Waterworks Road

In June 2025, Council completed the first clearway review as part of the Brisbane Clearway Action Plan on the Musgrave Road-Waterworks Road corridor, from Red Hill to The Gap.

To improve traffic flow now and into the future, Council extended the clearway operating hours along Musgrave Road-Waterworks Road.

Segment of road Direction Previous clearway times New clearway times
Countess Street to Settlement Road Inbound (eastbound) 7-9am, Monday–Friday 6am-7pm daily (including Saturday and Sunday)
Countess Street to Settlement Road Outbound (westbound) 4-7pm Monday–Friday 6am-7pm daily (including Saturday and Sunday)

The extended clearway operating hours are already saving motorists more than 1,000 hours each week and reducing average travel time by up to 4.1%.
