The Brisbane Clearway Action Plan - Keeping Brisbane Moving initiative will identify locations where extending the clearway hours to use road space more efficiently could ease congestion.
Program benefits

Removing on-street parking during times of high traffic volume will help maintain a consistent flow of traffic.

Removing on-street parking from the kerb lane allow more vehicles to move through the corridor.

The clearway will provide an unobstructed path for road users, improving visibility during high traffic periods.
Efficient public transport
By keeping the road clear, public transport services can move more efficiently, reducing delays and improving reliability.
Improved pedestrian and cyclist safety
Reducing on-street parking means improved visibility; reducing the risk of collisions and providing e a safer environment for pedestrians and cyclists.
Musgrave Road-Waterworks Road project
The first clearway review is on Musgrave Road–Waterworks Road, from Red Hill to The Gap.
The clearway locations and operating times on this road were established more than 15 years ago. As Brisbane’s population has grown significantly over this time, it is important we review the current clearway operating times to support the needs of our growing community.
We’re reviewing the existing weekday clearway operating times and proposing to introduce weekend clearway times on Saturday and Sunday.
Extending the clearway operating times would open an additional traffic lane for use when the clearway is active helping to get everyone home sooner and safer.
Stages
- Early 2025: First clearway review on Musgrave-Waterworks Road from Red Hill to The Gap, including seeking feedback on potential changes.
- June 2025: Expected implementation of changes after community consultation.

Community consultation closed on Sunday 6 April.

Council reviewed your feedback alongside technical data to assess whether extending clearway hours along this corridor could improve travel times and road conditions for all users.
We acknowledge your concerns that the current clearway operating times are no longer sufficient to meet increased traffic demand on the Musgrave Road–Waterworks Road corridor.
To help ease congestion and increase road safety, Council is extending the clearway operating hours along Musgrave Road–Waterworks Road, Red Hill to The Gap.

These changes will:
- allow traffic to flow more efficiently by providing another unobstructed lane for road users to safely travel along during peak hours
- help to future-proof this key corridor as our busy city continues to grow
- improve travel time reliability along the corridor so you can get home sooner and safer.
Timing
Council will undertake works to update signage and line marking along the Musgrave Road–Waterworks Road corridor to reflect the new clearway operating times.
Works are anticipated to start in mid-June 2025 and take approximately 2 weeks to complete. Signage will be installed along the corridor before works start.
