Wynnum is one of Brisbane's most popular bayside suburbs. The draft Wynnum Centre Suburban Renewal Precinct Plan outlines an exciting long-term vision to enhance the heart of Wynnum - from Byrneside Terrace to Clara Street, along Tingal Road, Colina Street, Bay Terrace, and the area surrounding Wynnum Central Station.

The draft precinct plan is based on technical investigations, initial community ideas and supporting updates to the Wynnum-Manly neighbourhood plan. It aims to:

  • embrace the area's bayside character
  • expand opportunities for the local economy
  • allow more housing to be built
  • maximise connections to public transport and the foreshore.

Following review of submissions, the precinct plan will be refined and adopted into Brisbane City Plan 2014 (City Plan) to guide and assess property development.

Public consultation has been extended until 11.59pm on Sunday 23 November 2025.

Council released the draft precinct plan for public consultation in late 2025. The draft precinct plan proposed changes to City Plan including:

  • zoning and building height changes to support more residential and commercial buildings
  • design provisions to help revitalise shopping, dining and entertainment areas, and support new arcades and walkways
  • design provisions to ensure development contributes to the local identity and our subtropical climate
  • car parking provisions to reflect the area's high level of transport accessibility.

Submissions

To be formally considered by Council, submissions must be properly made. A properly made submission must:

  • be in writing and signed by each person (when sending by post)
  • state the name and residential or business address of each person making the submission
  • state what you support or do not support in the draft precinct plan and why (suggest specific changes and use your own words to accurately reflect your own view)
  • including a phone number and/or email address if you are happy for Council to contact you for further information
  • be posted or emailed to Council by the closing date.

Following a review of submissions, Council will write to everyone who has made a properly made submission on the proposed changes and will publish a copy of the consultation report online.

Stages

  • Late 2024-mid 2025: Background research, technical investigations and early community engagement.
  • Mid-late 2025: Release of the draft precinct plan for community feedback. Council engagement with the local community, businesses and the Queensland Government on the draft plan.
  • Late 2025-early 2026: Review feedback received during public consultation and finalise plan to incorporate community and stakeholder feedback.
  • Mid-2026: Council and Queensland Government approval of the plan. Adoption and gazettal by Council into City Plan to guide development.
