Amendment summary

The Local government infrastructure plan amendment 1B proposes amendments to the Infrastructure design planning scheme policy (IDPSP) and Transport, access, parking and servicing planning scheme policy (TAPSPSP) in Brisbane City Plan 2014 (City Plan).

The IDPSP addresses the delivery of infrastructure that helps keep Brisbane liveable and well-connected, such as parks, pathways, road corridors and public art.

The TAPSPSP provides advice, information and guidance about requirements needed for development applications.

Council has adopted changes to the planning scheme policies to keep them current and effective.

These proposed amendments follow the ‘planning scheme policy amendment’ process as outlined in the Queensland Government’s Minister's Guidelines and Rules.

Early-mid 2022 Council prepared and drafted the amendment packages.
February 2023 On 14 February 2023, we proposed to amend City Plan.
August-September 2023 Community consultation was open from 3 August to 14 September 2023. Read the public notice.
Late 2023 and early 2024 Council reviewed all submissions and considered feedback to update plans, in conjunction with the proposed LGIP and LTIP amendments.
20 May 2025 Council adopted the proposed citywide amendments. 
27 June 2025 Amendments are expected to be effective in City Plan.

Proposed changes

The amendment proposes keeping the IDPSP current by:

  • aligning the desired standards of service for the parks network with the changes proposed as part of the Local government infrastructure plan amendment 1B
  • improving clarity and certainty to applicants regarding trunk park design and embellishment standards
  • strengthening Council’s requirements for shade provision over playgrounds in line with best practice to deliver the Sun-Safe Suburban Playgrounds program.
  • ensuring it aligns and is consistent with design specifications contained within the adopted Brisbane Standard Drawing: BSD-10281 – Dog off leash areas general arrangement and layout sheets 1 & 2
  • removing references to wood-fired barbecues as an alternative to electric barbecues
  • including location information and guidance for Ninja Warrior-style obstacle courses, a new and popular type of hybrid fitness/play embellishment.

The amendment proposes keeping the TAPSPSP current by aligning changes proposed as part of the IDPSP amendments (above). These updates relate to vehicle servicing and car parking provision requirements for new parks.

Public consultation

Community consultation on the proposed amendments was open from 3 August to 14 September 2023.

Council carefully reviewed matters raised and responded to people who made a formal submission. The consultation report summarises how feedback was considered.

Adoption

On 20 May 2025, Council adopted amendments to the IDPSP and TAPSPSP, which are expected to become effective on 27 June 2025.
