Record animal noise disturbances to help Council assess and resolve your noise complaint.

When to submit an animal noise diary

You can submit an animal noise diary for animal noise complaints when:

  • you have tried to resolve the issue directly
  • you have lodged a valid complaint and received a reference number.

You must also ensure that you:

  • were home at the time of the noise
  • can identify the dog or animal responsible, and where it is kept
  • were not provoking the animal at the time.

What you need to provide
1 Contact details

You must provide your contact details, such as:

  • name
  • email address
  • home address. 

Quote your animal noise complaint reference number. 

2 Animal noise details

Provide details about the noise complaint, such as the:

  • address where the noise is coming from, including the street, suburb and postcode
  • dog breed or animal species, colour and distinguishable features.
3 Diary entry information

Provide a diary entry for each instance of animal noise. The entry must include:

  • the date and time of the noise
  • where you were when you heard the noise
  • how the noise disrupts or inhibits an activity ordinarily carried out on residential premises.

You need to record the noise over 7 days.

Frequently asked questions

Under Council’s Animals Local Law 2017, an authorised person may consider any one or more of the following:

  • if complaints are received from different persons (all of whom occupy separate premises) in the same or an adjoining street
  • the frequency and intensity of the animal noise
  • the duration and time of the animal noise, in particular –
    • whether it is made for more than a total of 6 minutes in any hour from 7am to 10pm on any day; or
    • whether it is made for more than a total of 3 minutes in any 30-minute period on any day after 10pm or before 7am.
