Unlocking our River Access Network

We’re activating pontoons and jetties to transform the river into a vibrant, sustainable tourism and leisure destination.

Council is calling on industry to activate Brisbane’s pontoons and jetties for more tourism and hospitality use. We want to create new ways for residents and visitors to enjoy the Brisbane River.

From dining on the water to adventure tourism, our vision is for Brisbane’s river facilities to become a launchpad for innovative river-based experiences. 

Submit an Expression of Interest

We’re inviting industry through an Expressions of Interest (EOI) process to propose innovative commercial uses for the River Access Network. This includes pontoons, jetties and recreational hubs along the Brisbane River.

You must make your EOI submission by 12 noon on 15 May 2026.

Important things to know

  • Only suppliers registered under Council’s Ariba supplier portal will be able to access the EOI document. If you are not registered in SAP Ariba, access the supplier portal and follow the steps to register as a supplier. When registering, consider using the United Nations Standard Products and Services Code (UNSPSC) 80131500, as well as any additional relevant codes.   • To officially participate in this EOI, you must also have an invitation to participate from Council. If you have not received an invitation to participate, request your participation via the River Access Network tender

What is the River Access Network?

The River Access Network (RAN) provides locals and visitors with different ways to enjoy and explore the Brisbane River. There are 11 sites available across the river corridor, spanning from Northshore Hamilton to Riverhills. These include:

  • 2 major river hubs: New Farm Park, City Botanic Gardens
  • 6 recreation hubs: Murarrie, West End, Dutton Park, Northshore Hamilton, Kingsford Smith Drive, Riverhills
  • 3 pontoons: Newstead Park, Naval Stores (Kangaroo Point), Mowbray Park (east Brisbane).

Council is encouraging a wide range of ideas for the EOI, including tourism experiences, hospitality offerings, leisure activities and other creative commercial ventures. Ideas should celebrate Brisbane’s river identity while maintaining public access and amenity.

Council will work closely with successful operators to plan and deliver any marine or land‑based infrastructure upgrades required for their business. All necessary approvals will be progressed collaboratively through the procurement process. Proposals must demonstrate strong environmental performance, accessibility and community benefit.
