Proposed citywide amendments - Planning scheme policy amendments - Infrastructure design planning scheme policy and Transport, access, parking and servicing planning scheme policy

Brisbane is a great place to live, work and relax. To ensure our friendly and liveable city continues to thrive and Brisbane City Plan 2014 (City Plan) remains effective and up-to-date, Brisbane City Council is proposing amendments to some of its citywide provisions with the Infrastructure design planning scheme policy (IDPSP) and Transport, access, parking and servicing planning scheme policy (TAPSPSP) amendments.

City Plan includes planning scheme policies to provide further information, guidance and advice to the development industry. The IDPSP addresses the delivery of infrastructure that contributes to the liveability of Brisbane residents such as parks, pathways, public utilities, road corridors and public art. The TAPSPSP provides information and guidance about satisfying assessment benchmarks for development applications.

Proposed changes

The proposed amendments include the following changes:

  • maintain the currency of the IDPSP by:
    • aligning the desired standards of service for the parks network with those changes proposed as part of the Local government infrastructure plan amendment 1B
    • improving clarity and certainty to applicants regarding trunk park design and embellishment standards
    • strengthening Council’s requirements for shade provision over playgrounds in line with best practice to support delivery of the Sun Safe Suburban Playgrounds program and Council’s commitment that every playground in Brisbane will have shade
    • ensuring alignment and consistency with design specifications contained within the recently adopted Brisbane Standard Drawing: BSD-10281 – Dog off leash areas general arrangement and layout sheets 1 & 2 (publish date March 2021)
    • other changes to align with current Council practices:
      • remove references to wood-fired barbeques as an alternative to electric barbeques
      • include location information and guidance for Ninja courses, a new type of hybrid fitness/play embellishment that is increasingly popular.
  • maintain the currency of the TAPSPSP by aligning changes proposed as part of the Local government infrastructure plan amendment 1B and IDPSP amendments above, as these relate to vehicle servicing and car parking provision requirements for new parks.

This proposed amendment follows the ‘planning scheme policy amendment’ process as outlined in the Queensland Government’s Minister's Guidelines and Rules.

Have your say

Council invited residents to have their say about proposed draft infrastructure and the changes they would like to see in their communities. The extended consultation period closed on 14 September 2023.

Council will now consider all submissions before finalising these plans for adoption. Council will write to everyone who has made a submission once all feedback has been reviewed.

Early-mid 2022Preparation and drafting of amendment packages.
14 February 2023Council proposed to amend City Plan.
3 August 2023 - 14 September 2023

Public consultation including an opportunity to have your say on the proposed changes.

Public notice - proposal to amend City Plan (PDF - 1Mb).

Late 2023Council will review all submissions and consider feedback to update plans. 
Mid-2024Final plans will be adopted and gazetted into City Plan.
