Amendment summary
To ensure our friendly and liveable city continues to thrive and Brisbane City Plan 2014 (City Plan) remains effective and up-to-date, we’re proposing amendments to some of its planning scheme policies.
Planning scheme policies provide further information and guidance on how to demonstrate the required outcomes outlined in City Plan in a development application.
Proposed Amendment package S includes changes to provide information on:
- how to prepare a sustainable travel plan
- green development outcomes
- infrastructure design
- management of bushfire risks.
These changes ensure various planning scheme policies adequately support City Plan requirements and align with current state technical standards and guidelines.
Proposed changes
The changes proposed under Amendment package S are outlined below. You can read full details of the proposed amendment in City Plan online.

Proposed changes to the Bushfire planning scheme policy include updated guidance on best practice for bushfire hazard assessments and mitigation, aligned with the State Planning Policy and Queensland Fire Department guidelines.
Updates include additional guidance on mapping and methodologies to identify bushfire prone areas, hazard assessments, and developing management plans and mitigation measures like siting, design, access, evacuation, and water supply and vegetation management.
Proposed changes to the Transport, access, parking and servicing planning scheme policy introduce guidance on how to prepare a sustainable travel plan to support car parking provision in new development where required.
Proposed changes to the Landscape design planning scheme policy provide guidance on how to calculate the green plot ratio for proposed development to support assessment where required.
A green plot ratio is the ratio of green infrastructure area on a site. This includes vegetated landscaped areas such as deep planting, green walls, green roofs and plantings in communal areas.
Brisbane Standard Drawings (BSD) show acceptable construction layouts and infrastructure design, delivery and maintenance details.
A new sheet in BSD-2022 introduces guidance for narrow and shared driveways to support the supply of houses on small and narrow lots by minimising their impacts on the streetscape, such as ensuring sufficient area for street trees, on-street parking and bin collection.

Consultation is now open and your feedback is important. Have your say on the proposed amendment until 11.59pm, Sunday 20 September 2026.
You can do so by:
- viewing the proposed amendment
- visiting City Plan online.
To be formally considered by Council, submissions must be properly made. A properly made submission must:
- be in writing and signed by each person (when sending by post)
- state the name and residential or business address of each person making the submission
- state what you support or do not support in the proposed amendment and why (suggest specific changes and use your own words to accurately reflect your own view)
- include a phone number and/or email address if you are happy for Council to contact you for further information
- be posted or emailed to Council by the closing date.

Following a review of submissions, Council will write to everyone who has made a properly made submission on the proposed changes and will publish a copy of the consultation report online.
