Council is delivering on Brisbane: Our Productive City by making more of the city’s existing industrial land available for cleaner industry, warehousing, logistics and distribution.

Amendment summary

Brisbane’s industrial precincts need to be responsive to evolving economic and workforce needs, providing places for businesses of different levels of maturity and scale.

In Brisbane: Our Productive City, our industrial strategy for the city, Council committed to reviewing the mix of industrial-zoned land within Major Industrial Areas to make more land available for cleaner industry, warehousing, logistics and distribution.

The proposed Major amendment package - Industry mapping will help ensure Brisbane’s Major Industrial Areas continue to support a wide range of industrial activity, while maintaining adequate separation from sensitive uses such as residential communities.

The information below outlines changes to zones and overlays. These changes are aimed at ensuring our industrial zones provide capacity for existing and future demand for cleaner industries including warehousing and distribution.

Amendment details

The amendment proposes to change identified properties from General industry C zone precinct to General industry B zone precinct. This will allow for additional forms of development such as warehouses or logistics that can operate on the land.

The changes proposed are not retrospective. If a property has an existing development approval and is continuing to operate according to those approval conditions, it may continue to do so.

However, any new development, intensification or change to existing activity may need to meet the relevant City Plan requirements for General industry B zone precinct.

The General industry B zone precinct is intended for businesses and industries that have a low to medium impact on the surrounding area. These impacts may relate to the scale of operations, emissions such as noise or odour, or traffic levels.

Typical activities in this zone may include manufacturing, as well as warehousing, logistics, and spray-painting workshops. While some offsite emissions or impacts may be present, businesses are required to implement controls to manage risks and protect local amenity.

The General Industry B zone precinct is generally 250-500-metres from residential or other sensitive land uses.

The General industry C zone precinct is intended for high impact industrial activities or industries that operate at a larger scale and may produce more emissions, including noise, odour, smoke, or fumes.

This zone supports activities such as manufacturing, processing, and recycling along with large-scale storage and distribution at higher thresholds than those permitted in the General industry B zone precinct. Due to the potential for emissions and external impacts, additional on-site controls are usually required and greater separation from residential and other sensitive land uses.

Together, these industry zone precincts support a range of industrial uses while ensuring appropriate safeguards are in place to protect the surrounding community and environment.

Consultation is now open and your feedback is important. Have your say on the proposed amendment until 11.59pm, Monday 1 December 2025.

Before having your say:

A properly made submission must be in writing and include: 

  • what in the proposed amendment you support or do not support, and why
  • full name and property address of each person lodging the submission (no PO boxes)
  • signature of each person (when sending by post)
  • phone number and/or email address if you are available for Council to contact you for further information.

Following a review of submissions, Council will write to everyone who has made a properly made submission on the proposed changes and will publish a copy of the consultation report online.

1 November - 3 December 2025 Consultation open for community submissions on the proposed changes.
2026 Review submissions and seek Queensland Government final review and approval to adopt.
