Amendment summary

We’re committed to planning for housing in the right locations. This approach helps make the most of existing infrastructure and supports strong, connected communities over the long term.

As part of this commitment, we are reviewing Brisbane’s major centres. This includes looking at building heights to support more homes, more jobs, and a greater mix of uses. Growing up, not out, in these centres helps protect Brisbane’s suburban neighbourhoods while providing well-designed housing close to the shops and services that make daily life smooth.

The proposed Tailored amendment package – Indooroopilly, Carindale and Nundah major centres is one way we are encouraging diverse and well-located housing. These changes aim to limit urban sprawl, protect green spaces, and reduce long daily commutes.

The information below outlines the proposed changes to the neighbourhood plan codes for these centres. The intent is to:

  • support more residential development
  • create vibrant mixed-use centres, and
  • keep them as strong employment hubs.

Just as importantly, these changes are designed to respect the amenity of surrounding residential areas.

The changes proposed under Tailored amendment package – Indooroopilly, Carindale and Nundah major centres are described below.

Amendment details

The amendment proposes changes the neighbourhood plans codes for:

  • Indooroopilly Centre
  • Carindale Centre, and
  • Toombul-Nundah.

This includes changes to overall outcomes and assessment benchmarks related to building heights, design outcomes and land use mix within these codes.

Indooroopilly is a major centre that supports people across western Brisbane. It brings shops, jobs, and community services together in one accessible place.

High frequency public transport serves the centre, including the Indooroopilly train station and the shopping centre bus interchange. This helps people reach daily services without long or difficult trips.

The proposed amendment applies to the Major Centre zone, High density residential zone, and parts of the Mixed use zone and Medium density residential zone within the Indooroopilly centre neighbourhood plan area. The underlying zoning will be unchanged.

Amendments to the Indooroopilly centre neighbourhood plan code seek to unlock residential and mixed-use development.

Key changes include:

  • increasing the maximum building height in selected locations from the current allowable 20 storeys to 25 storeys in some locations
  • reducing the required site area to achieve maximum building heights from 4,000m2 to 2,000m2 to reduce the need for site amalgamations
  • removing gross floor area limits to align with updated building heights and increase building design flexibility
  • clarifying and strengthening the required performance outcomes for built form and landscaping expectations to ensure new development contributes positively to the area's character and streetscapes
  • providing additional guidance for increased active and public transport through sustainable travel planning.

Carindale is a major centre for people in eastern Brisbane. It brings homes, jobs, and shops together in one place to support everyday needs.

The shopping centre already has a major bus interchange. A future public transport hub is planned for the area. This will make it easier for people to travel, connect to services and get to where they need to go.

Changes to building heights can be seen on the Carindale proposed building height and transitions map, and include:

  • increasing the maximum building height in the Centre core precinct from the current limit of up to 10 storeys to up to 30 storeys
  • increasing the maximum building height in the Centre fringe precinct from the current limit of up to 8 storeys to up to 30 storeys
  • increasing the maximum building height in the Centre residential precinct from the current limit of up to 3 storeys to up to 10 storeys, reflecting existing development approvals in the area
  • introducing building height transitions and setbacks along boundaries to Winstanley Street, Creek Road, Banchory Court and the Bulimba Creek recreation corridor to minimise amenity impacts to surrounding lower density residential areas and parkland.

Increased building heights are supported by stronger requirements for building design and land use mix to ensure new development is well-designed and appropriate for its setting.

These requirements focus on ensuring:

  • siting, design and orientation of taller buildings respond sensitively to surrounding lower density residential and recreation areas
  • new development contributions to public realm and streetscape improvements
  • mixed-use developments include non-residential uses at the ground and lower levels to support more activity and employment within the major centre.

Other changes strengthen requirements to improve connectivity within and around the centre, including:

  • supporting the role of the centre as a public transport hub
  • improving pedestrian and cyclist movement outside of shopping centre opening hours
  • improving pedestrian and cyclist access to the Bulimba Creek recreation corridor
  • guidance for subtropical design, structure planning and sustainable travel planning to help deliver high-quality, well-integrated development.

Nundah is a major centre for people in nearby north-eastern Brisbane suburbs. It works alongside the Toombul major centre to support local jobs, shops and everyday services.

Nundah train station and northern bus routes connect people to the centre and to places that need to be reached each day. This helps make daily travel simpler and more reliable.

Within the Toombul-Nundah neighbourhood plan, the proposed amendment applies to land in the Major Centre zone and selected Mixed use zone areas west of the railway line. The Toombul Major centre is not included, and is not affected by, the proposed amendment.

Amendments to the Toombul-Nundah neighbourhood plan code are intended to unlock residential and mixed-use development opportunities to support more housing supply and employment. The underlying zoning will be unchanged.

Key changes include:

  • increasing the maximum building height within the Major Centre zone east of Sandgate Road from the current limit of up to 12 storeys to up to 15 storeys
  • increasing the maximum building height up to 10 storeys in selected parts of the Mixed use zone west of the railway line
  • replacing the minimum requirement for 30% non-residential uses with a more flexible requirement for ground floor non-residential land uses in the Major Centre zone west of Sandgate Road
  • providing additional guidance to support more active and public transport use through sustainable travel planning.

Make a submission

Council must receive properly made submissions during the consultation period for consideration.

A properly made submission must be in writing and include:

  • what in the proposed amendment you support or do not support, and why
  • full name and property address of each person lodging the submission (no PO boxes)
  • signature of each person (when sending by post)
  • phone number and/or email address if you are available for Council to contact you for further information.

Council can receive formal submissions via:

Following a review of submissions, Council will write to everyone who has made a properly made submission on the proposed changes and will publish a copy of the consultation report online.
