
Lumley Street, Upper Mt Gravatt Village Precinct Project

Brisbane City Council is working with the local community to revitalise the Lumley Street, Upper Mt Gravatt neighbourhood shopping precinct. This is part of the Village Precinct Projects (VPP) program and Council’s commitment to create a city of vibrant neighbourhoods.
We are committing up to $600,000 to the improvement project, which aims to:
- enhance amenity, connections and safety for residents and visitors to the neighbourhood centre
- contribute to and encourage local economic growth
- increase the community’s sense of place and pride in this neighbourhood centre.
Community consultation and engagement
The local community is encouraged to become involved in the planning for improvements to the Lumley Street, Upper Mt Gravatt precinct.
In August 2022, Council asked the community for feedback on the concept plan as part of the Stage Two consultation. Council received 20 survey responses with an overall support for the project of 90%.
In response to the question, “Do you support the application of StreetBond paint in selected areas of pavement within the Lumley Street centre?”, 75% of respondents were in favour of the outcome with ‘Nature – local flora and fauna’ as the preferred theme.
Based on your comments from Stage One and Stage Two consultation, Council has formulated a final improvement plan for the centre.
Final improvement plan
The Lumley Street, Upper Mt Gravatt VPP final improvement plan includes the following:
- Improvements to accessibility, safety and amenities by upgrading footpaths and installation of an on-street disabled parking bay with kerb ramps.
- Improvements to visual and physical amenities through additional tree and garden bed planting to limit the urban heat island effect.
- New seating areas and the installation of standard Council street furniture.
- Creative placemaking elements with catenary lighting and nature-themed paintings to select areas of footpath.

Mid-2023 – community event celebrating the upgraded precinct and seeking community feedback on the delivered improvements.
Construction timing and impacts
Construction is expected to begin late January 2023 and be completed by mid-2023, weather and site conditions permitting.
Access into and through the precinct will be maintained at all times. Retail and commercial amenities will remain open to visitors throughout construction.
The majority of works will be undertaken at night when traffic volumes are lowest to ensure the safety of pedestrians, motorists and workers, and to minimise disruptions.
Construction activities will generally be carried out from Sunday to Thursday, between 7pm to 5am, with occasional Saturday works as required. Some day works may be required. Day works will be undertaken from Monday to Friday, from 7am to 5pm.
Properties in close proximity to the works may experience some construction noise, dust and vibration; however, every effort will be made to minimise the impacts on the local community. Especially noisy works, such as concrete saw cutting, will be completed prior to 10pm where possible.
Council is committed to keeping local residents and businesses informed of construction activities in their area and will provide advance notification of activities likely to cause disruption during the construction period.
