Infrastructure contributions planning scheme policies

The infrastructure contributions planning scheme policies (PSPs) apply for developments approved between 1 July 2007 and 30 June 2011. These policies were superseded with the introduction of adopted infrastructure charges. The policies remain applicable to development approved and conditioned to provide contributions under these planning scheme policies. For applications approved after 30 June 2011, refer to Brisbane adopted infrastructure charges.

Contributions under the planning schemes are based on infrastructure contribution units (ICUs).

In 2023-24, the value of an ICU for the transport, waterways and community purposes networks in the following high growth infrastructure contributions planning scheme policies is $2.39:

  • Albion
  • Australia Trade Coast South
  • Bulimba Industrial Area
  • Calamvale District
  • Doolandella
  • Fig Tree Pocket
  • Inner north-eastern suburbs
  • Paradise Wetlands
  • Richlands area
  • Wakerley
  • West End
  • Riverside
  • Wynnum West.

In 2023-24, the value of an ICU for all networks in the Rochedale infrastructure contributions planning scheme policy is $2.39. 

In 2023-24, the value of an ICU for development in the following infrastructure contributions planning scheme policies is $2.60: 

  • citywide infrastructure contributions planning scheme policies for water supply and sewerage (excludes Rochedale)
  • infill infrastructure contributions planning scheme policies for all networks
  • inner north-eastern suburbs high growth infrastructure contributions planning scheme policy for all networks.

From 1 July 2010, Urban Utilities has been responsible for setting water supply and wastewater (sewerage) infrastructure contributions. Brisbane City Council will continue to apply the existing policies at the rates described on behalf of Urban Utilities.
