Suburban renewal
Council is committed to meeting the demand for new homes, providing for a strong economy and employment growth and creating vibrant mixed-use communities in collaboration with a range of stakeholders.
Building on the success of our neighbourhood planning program, suburban renewal precincts focus on detailed planning for smaller, underutilised, or strategically located suburban areas.
The suburban renewal precincts program aims to:
- unlock opportunities for underutilised land to provide new homes and jobs
- ensure quick and responsive planning outcomes
- deliver locally relevant outcomes
- deliver targeted and effective community and stakeholder engagement
- coordinate and implement Council programs and priorities.
Suburban Renewal Precincts
Our Suburban Renewal Precincts program will unlock the potential of Brisbane’s suburbs by identifying underutilised or strategically located land that can be transformed into vibrant mixed-use communities.
Precinct plans may be supported by catalyst projects and statutory amendments to Brisbane City Plan 2014 (City Plan). Amendments to City Plan follow a clear process set by Queensland Government legislation, including public consultation.
We will assess the suitability of new precincts based on factors including:
- strategic significance
- site characteristics including context, size and ability to increase housing supply and support mixed use outcomes
- underutilised land, including former industrial land (transition sites)
- proximity to public transport
- major infrastructure investment (current and proposed)
- manageable constraints
- current planning framework
- infrastructure timing
- partnership opportunities
- alignment with other Council projects.
Precinct planning activities will be tailored to suit the challenges and opportunities of each location.
Integral to this process will be community and stakeholder engagement, including a mix of online and in person consultation opportunities.
Precinct plans focus on the following themes.
Housing choice
We need more homes for every type of household (such as one and two person households, multigenerational families, or single parent families). We’ll enable this by reviewing building heights, zones and planning provisions to allow for more types of homes.
Vibrant villages
We want to create more to see and do by updating City Plan requirements to support employment, education and services, as well as the revitalisation of public spaces, to boost local retail, dining and business opportunities.
Subtropical lifestyle
We can celebrate our outdoor lifestyle with building design and public spaces that includes shade and greenery that is suitable for our subtropical climate.
Connecting people and places
We can maximise our public and active transport networks and make it easier to walk and ride.
Current projects
Council is creating a suburban renewal precinct plan for Alderley Centre to:
- increase housing choice
- maximise local transport connections
- embrace the area's character
- expand opportunities for the local economy.
Focussed on the South Pine Road corridor and Alderley railway station, the precinct plan will seek to revitalise the area with new housing and employment opportunities. It will also maximise connections to Alderley railway station and local destinations including Sedgley Park and Newmarket Pool.
We'll use technical investigations, community feedback and Queensland Government feedback to develop the plan.
Once completed, it will be adopted into Brisbane City Plan 2014 and used to guide and assess property development.
Stages
- Mid 2025: Background research and technical investigations.
- Late 2025: Initial community engagement
- Early 2026: Community and Queensland Government consultation on the draft plan
- Mid-late 2026: Review feedback received during public consultation and preparation of the final plan. Council and Queensland Government approval of the plan, and its adoption and gazettal by Council into Brisbane City Plan 2014.

Council is creating a suburban renewal precinct plan for Mount Gravatt Centre to:
- increase housing choice
- maximise local transport connections
- support local business
- ensure residents have more to see and do
- revitalise underutilised land
- enhance streetscapes and walkability
- improve shade cover and public spaces.
Focused on the Logan Road corridor, the precinct plan will seek to revitalise the area with new housing and employment opportunities. It will also maximise connections to public transport and local destinations.
We'll use technical investigations, community feedback and Queensland Government feedback to help develop the plan. Once completed, it will be adopted into Brisbane City Plan 2014 (City Plan) and used to guide and assess property development.
Stages
- Early 2025: Background research, technical investigations, and early community engagement.
- Mid-late 2025: Release of the draft precinct plan for community feedback. Council engagement with the local community, businesses and Queensland Government.
- Late 2025 - Mid 2026 (review and finalisation): Council will review feedback received during public consultation and prepare the final plan. After Council and Queensland Government approve the plan, it will be adopted into City Plan to guide and assess development.

Neighbourhood Planning (Mt Gravatt Centre Suburban Renewal Precinct)

Stones Corner is one of Brisbane’s oldest and fastest growing suburbs.
Council is finalising its work with the Queensland Government, community and businesses to create a precinct plan that:
- supports more housing to be built
- provides for more employment, education and services near public transport
- creates a vibrant community heart that maintains the unique character of Stones Corner
- improves access to community facilities, including parks, urban spaces, shops and services
- leverages investment in the area (e.g. Hanlon Park / Bur'uda, the busway) and capitalises on local infrastructure
- improves connectivity within and outside the precinct.
Public consultation
The draft plan was open for community consultation from 15 October to 19 November 2024. A summary of matters raised in submissions and a response to how these have been considered has been included in a consultation report.
Submitters will be provided with a unique submission reference number, which can be used to identify Council’s response to any feedback in the Consultation report.
The Queensland Government will now review the updated draft plan, which may be subject to further changes.
Once approved, Council will make its final decision about adopting the amendment into City Plan.

- Mid 2024: Background research and technical investigations.
- Late 2024: Release of the draft Stones Corner Suburban Renewal Precinct Plan for community feedback.
- Early 2025: Plan review following consultation.
- 16 September 2025: Council approval of updated draft plan.
- Late 2025: Queensland Government approval of the plan.
- Late 2025 - early 2026: Adoption and gazettal by Council into Brisbane City Plan 2014 (City Plan) to guide development.

Wynnum is one of Brisbane's most popular bayside suburbs. Council is creating a suburban renewal precinct plan for Wynnum Centre to:
- embrace the area's bayside character
- expand opportunities for the local economy
- allow more housing to be built
- maximise connections to public transport and the foreshore.
Following technical investigations and initial ideas from the community, the draft Wynnum Centre Suburban Renewal Precinct Plan is now open for community feedback. It includes supporting updates to the Wynnum-Manly neighbourhood plan. Have your say now.
Following review of submissions, the precinct plan will be refined and adopted into Brisbane City Plan 2014 (City Plan) to guide and assess property development.
Stages
- Late 2024-mid 2025: Background research, technical investigations and early community engagement.
- Mid-late 2025: Release of the draft precinct plan for community feedback. Council engagement with the local community, businesses and the Queensland Government on the draft plan.
- Late 2025-early 2026: Review feedback received during public consultation and finalise plan to incorporate community and stakeholder feedback.
- Mid-2026: Council and Queensland Government approval of the plan. Adoption and gazettal by Council into City Plan to guide development.
Draft precinct plan
Following initial community feedback this year, the draft precinct plan proposes changes to City Plan including:
- zoning and building height changes to support more residential and commercial buildings
- design provisions to help revitalise shopping, dining and entertainment areas, and support new arcades and walkways
- design provisions to ensure development contributes to the local identity and our subtropical climate
- car parking provisions to reflect the area's high level of transport accessibility.
While proposed changes to City Plan will affect some properties (e.g. changes to zones, overlays, codes, or types of development applications required), all residents and property owners in the area are encouraged to read the draft plan and have their say.

Consultation is now open on the draft precinct plan until 11.59pm on Sunday 9 November 2025.

To be formally considered by Council, submissions must be properly made. A properly made submission must:
- be in writing and signed by each person (when sending by post)
- state the name and residential or business address of each person making the submission
- state what you support or do not support in the draft precinct plan and why (suggest specific changes and use your own words to accurately reflect your own view)
- including a phone number and/or email address if you are happy for Council to contact you for further information
- be posted or emailed to Council by the closing date.

Creating better suburbs
The Better Suburbs Initiative has been established to investigate opportunities for renewal in suburbs that are outside the city's inner 5 kilometres.
The initiative's aim is to:
- identify renewal opportunities in key suburban areas, working with local investors and the community
- facilitate a coordinated approach to infrastructure delivery, planning and development across Brisbane's suburbs
- ensure successful projects and services are delivered to suburban areas
- set future investment priorities to guide budget decisions and cross-government projects.
The initiative is led by the Better Suburbs Initiative Board.
What is a neighbourhood plan?
Neighbourhood plans guide development in local communities and sit within Council’s planning scheme, Brisbane City Plan 2014 (City Plan).
Created in consultation with residents, they reflect current and future local needs and opportunities.
Neighbourhood plans:
- manage a growing, dynamic city
- plan for new infrastructure networks
- set out levels of assessment for new development
- provide for local area improvements and open space
- consider environmental, social and economic factors in each community
- give residents an opportunity to have a say on how their community will develop in the future
- facilitate economic growth
- achieve targets in the Queensland Government's South East Queensland Regional Plan 2023 (ShapingSEQ 2023).
