Council's Flood Action Plan

Since the January 2011 flood, Brisbane City Council has undetaken a significant work program to act on the lessons learned, including implementing Council's Flood Action Plan, the Flood Response Review Board and the Queensland Floods Commission of Inquiry.

Following this flood event, Council commissioned the independent Flood Response Review Board to review the organisation's response to the natural disaster. 

Milestones included:

  • 24 May 2011 - Flood Response Review Board handed down their report.
  • 24 June 2011 - Lord Mayor released Council's Flood Response Review Action Plan to address the 53 recommendations in the Flood Response Review Board's report.
  • 1 August 2011 - The Queensland Floods Commission of Inquiry was appointed by the Queensland Government in January 2011 to examine all aspects of response to the state-wide floods at all levels of government. The Commission of Inquiry released an interim report on the 2010-11 flood events on 1 August 2011 which made 175 recommendations to improve flood preparedness before the next wet season.
  • 16 August 2011 - The Flood Response Review Action Plan was updated as the Council’s January 2011 Flood Action Plan with an addendum to address the 74 Queensland Floods Commission of Inquiry interim report recommendations relevant to Council and was released.
  • 16 March 2012 - The Commission of Inquiry's final report was released on 16 March 2012 and provided recommendations on insurance, dam operations and town planning. Copies of the final and interim reports are available on the Queensland Floods Commission of Inquiry website.
  • July 2012 - A second addendum was added to the Flood Action Plan to address the 50 Commission of Inquiry final report recommendations relevant to Council and was released by the Lord Mayor.

Flood Action Plan finalisation

Council has now addressed all 53 of the Flood Response Review recommendations, all 74 of the Commission of Inquiry interim report recommendations relevant to Council and all 50 of the Commission of Inquiry final report recommendations.

The Flood Action Plan was officially closed on 31 October 2016. This is a significant milestone for flood risk management initiatives in Brisbane to ensure Council and the city of Brisbane are better prepared for natural disasters in the future.

Council will continue its ongoing work to deliver best practice flood risk management through its implementation of the FloodSmart Future Strategy 2012-2031.
